    About this Episode

    This 2016 case started on Craigslist and continued in email and text messages. The bad guy, a math teacher, was initially cautious, but groomed the "child" who happened to be one of our CatFish Cops in an undercover capacity. As you'll hear, the grooming and manipulation the undercover had to endure was extensive, and continued until the suspect met for what he thought was a meeting with a child for sexual purposes.     DEREK VAN LUCHENE, RYAN UNITED

    Derek VanLuchene brings a unique perspective to the issues of child protection. In 1987, when Derek was 17 years old, his 8 year old brother Ryan was abducted and murdered by a repeat sex offender. Ryan was taken right from the family’s backyard in a rural Montana community. Since that time, Derek has devoted himself to issues sex offender management as well as child abduction response.

    Derek spent 18 years as a Montana Law Enforcement Officer working for both the Conrad Police Department and The Montana Division of Criminal Investigation. Currently, Derek serves as President and Founder Fox Valley Technical College: AMBER Alert National Training & Technical Assistance Program Fox Valley Technical College (FVTC) National Criminal Justice Training Center (NCJTC) offers programs and services to criminal justice and child protection professionals from across the country, l providing vital training and technical assistance. The NCJTC supports all FVTC programs by of Ryan United, a non-profit organization dedicated to his brother. Through Ryan United, Derek provides resources to crime victims, Law Enforcement, Corrections officials specific to sex offender management, child abduction and community safety.

    Derek works as a consultant for Fox Valley Technical College and the National Center for Missing and Exploited Children. In Addition, Derek serves as a Senior Fellow with the US Department of Justice’s, Office of Sex Offender Sentencing, Managing, Apprehending, Registering and Tracking (SMART). VanLuchene has been instrumental in developing curriculum for Law Enforcement, Prosecutors, and Corrections officials relating to sex offender management and child abduction response. Derek has also been active in developing and delivering curriculum specific to sex offender management and the investigation and prosecution of child sexual abuse in Indian country.

    Through his personal and professional experiences, VanLuchene speaks to criminal justice professionals and community organizations across the nation about how important their role is when it comes to protecting children. Derek and his family have been instrumental on a state and national basis promoting sensible management of sex offenders. Derek is regarded nationally as an expert on all issues surrounding sex offender management and child abduction.

    Todays episode is one that was in the making beginning in May of 2022 when we travelled to California to teach a great group of federal, state, and local LE partners in this crime type. Due to some unfortunate circumstances, we had to table the episode. We are grateful for the friendship with Danny and his willingness to return to the mic and complete this interview which took place a second time in October 2023. We are proud to have this episode finalized and able to be released today, we know you will enjoy all that Danny has to say. He is a true success story for us as trainers and we are lucky to have him as a great friend.

    Episode 113: NCJTC Program Manager Joe Laramie - Part 2

    Lt. Joe Laramie (ret) is a Program Manager with the National Criminal Justice Training Center (NCJTC) of Fox Valley Technical College working in the Missing and Exploited Children’s and the Internet Crimes Against Children Training and Technical Assistance Programs.

    He retired in 2010 from the Glendale, Missouri Police Department, with more than 30 years of child protection, investigation and training experience.  During his time with Glendale PD he was Police Juvenile Office, D.A.R.E. Officer, and in 2001,   created the Greater St. Louis Internet Crimes Against Children (ICAC) Task Force. In 2003 he became the founding Commander of the Missouri ICAC Task Force. From 2010 through 2011, he was an Administrator with the Missouri Attorney General’s Office, with responsibility for online crimes against children, human trafficking and the computer forensic lab. He served as a subject matter expert on the Missouri Governor’s Cyberbullying Task Force, the Missouri Task Force for the Prevention of Child Sexual Abuse and the International Association of Chiefs of Police Child Sex Trafficking Training Project.

    He is currently a member of the National Coalition to Prevent Child Sexual Abuse and Exploitation and member of the Board of Directors for the Davis House, a Child Advocacy Center in his home of Franklin, TN. He is a nationally known speaker on the topic of online child exploitation, child sex trafficking and technology related protections for youth, families and professionals.

    He holds a Bachelor of Science Degree in Criminal Justice Administration from Bellevue University, and is a 2004 graduate of the FBI National Academy.
