最早在19世紀出現這樣的用詞,不過當時單純是指one who blows a whistle(吹哨子的人),到了19世紀末期,這個詞就變得更特定,指的是比賽中的裁判(referee)。但是到的現代英文這兩個意思都不見了,只剩下他比喻的用法:揭發錯誤的吹哨者。
