    Sam Quinones (pronounced Kin-YOH-Ness) is a Los Angeles-based freelance journalist, a
    reporter for 35 years, and author of four acclaimed books of narrative nonfiction. He is a veteran reporter on immigration, gangs, drug trafficking, the border.


    He is formerly a reporter with the L.A. Times, where he worked for 10 years. Before that, he made a living as a freelance writer residing in Mexico for a decade (1994-2004).
    His latest book, released in November, 2021, is The Least of Us: True Tales of America and Hope in the Time of Fentanyl and Meth. (The book is released in paperback in November, 2022.)

    In The Least of Us, Quinones chronicles the emergence of a drug-trafficking world producing
    massive supplies of synthetic drugs (fentanyl and meth) cheaper and deadlier than ever, marketing to the population of addicts created by the nation's opioid epidemic, as the backdrop to tales of Americans’ quiet attempts to recover community through simple acts of helping the vulnerable.


    With The Least of Us, Quinones broke the story of how the methamphetamine now produced in Mexico has covered the U.S. and is creating widespread and rapid-onset symptoms of schizophrenia, becoming in the process a major driver in the country’s the homeless problem.
    In January 2022, The Least of Us was nominated for a National Book Critics Circle (NBCC) award for Best Nonfiction Book of 2021.


    The Least of Us follows his landmark Dreamland: The True Tale of America's Opiate
    Epidemic (Bloomsbury, 2015), which ignited awareness of the epidemic that has cost the United States hundreds of thousands of lives and become deadliest drug scourge in the nation’s history.


    Dreamland won a National Book Critics Circle award for the Best Nonfiction Book of 2015. It was also selected as one of the Best Books of 2015 by Amazon.com, the Daily Beast, Buzzfeed, Seattle Times, Boston Globe, St. Louis Post-Dispatch, Entertainment Weekly, Audible, and in the Wall Street Journal and Bloomberg Business by Nobel economics laureate, Prof. Angus Deaton, of Princeton University.

    In 2021, GQ Magazine selected Dreamland as one of the “50 Best Books of Literary Journalism of the 21 st Century”

    Dreamland was selected as one the Best 10 True-Crime Books of all time based on lists, surveys, and ratings of more than 90 million Goodread.com readers. In 2019, Slate.com selected Dreamland as one of the 50 best nonfiction books of the last 25 years.
    For Dreamland, Quinones has testified before the U.S. Senate’s Health Committee, numerous
    professional conferences of judges, doctors, librarians, hospital administrators and at more than two-dozen town hall meetings in small towns across the country.

    A Young Adult version of Dreamland – for 7 th through 12 th graders -- was released in July of 2019.

    His first two books grew from his 10 years living and working as a freelance writer in Mexico (1994-2004).
     

    True Tales From Another Mexico: The Lynch Mob, the Popsicle Kings, Chalino and the
    Bronx was released in 2001. It is a cult classic of a book from Mexico’s vital margins – stories of
    drag queens and Oaxacan Indian basketball players, popsicle makers and telenovela stars, migrants, farm workers, a narcosaint, a slain drug balladeer, a slum boss, and a doomed tough guy.
     
    In 2007, he came out with Antonio's Gun and Delfino's Dream: True Tales of Mexican Migration. In it, Quinones narrates the saga of the Henry Ford of Velvet Painting, and of how an opera scene emerged in Tijuana, and how a Zacatecan taco empire formed in Chicago. He tells the tale of the Tomato King, of a high-school soccer season in Kansas, and of Mexican corruption in a small L.A. County town. Threading through the book are three tales of Delfino Juarez, a modern Mexican Huck Finn. Quinones ends the collection in a chapter called "Leaving Mexico" with his harrowing tangle with the Narco-Mennonites of Chihuahua.

    original writer on Mexico and the border.”

    About   Matt Tuerk, Mayor of Allentown, PA

    Mayor Tuerk was born in East Stroudsburg in 1975. He spent his first nine years under the watchful eye of his Pop-Pop and Mimi (an immigrant from Cuba) while his parents dedicated themselves to their education. In 1984, the family moved to Boulder, Colorado, where his parents continued their studies. Daily life in a progressive college town taught him the value of equity and diversity. Mayor Tuerk's brilliant “second mom”, Nana Kathleen, reinforced that message, saying “value your whole self, be grateful for your blessings, and there is no difference in people simply because of color; racism is a human-generated distinction, cruel and wrong.

    The Mayor's education after high school started in Philadelphia, where DIY punk rock and liberal arts education set the foundation for discovering the value of community and trusting people to develop ingenious solutions to the challenges that they face. Love and curiosity pushed him around the world over the next ten years, including stints in Bellingham, WA; Charleston, SC; Havana, Cuba; Columbia, SC; Managua, Nicaragua.

    In South Carolina with his now-wife, Karen, he pursued his love of global commerce by completing his Bachelor of Science in International Business at the College of Charleston before earning an MBA at the Moore School of Business at the University of South Carolina.

    Mayor Tuerk had always wanted to return to his Eastern Pennsylvania roots, so in 2004, he and Karen moved to Allentown because they were attracted to the energy and diversity of the city. After taking time off to care for their two daughters, Karen became a lecturer in Environmental Science at Muhlenberg College in 2011. They have two daughters, Amelia and Margot.

    In 2008, Mayor Tuerk took a position with the Allentown Economic Development Corporation (AEDC) where he learned the power of building coalitions to solve problems. He helped to establish the Urban Manufacturing Alliance, which is a national coalition of cities dedicated to strengthening their manufacturing economies. He also worked diligently to develop resources at the Bridgeworks Enterprise Center, helping AEDC earn a grant from the Economic Development Administration and a visit from the US Secretary of Commerce in 2012. Additionally, he cofounded the Lehigh Valley’s first coworking space and first community-operated “hackerspace,” where individuals with shared creative pursuits can meet and collaborate.

    In 2013, he joined Don Cunningham to transform the Lehigh Valley Economic Development Corporation (LVEDC). Starting as the Director of Research and Innovation, he led a data initiative to contextualize the region’s economy for local stakeholders and national developers. As Vice President of Administration, he rebuilt LVEDC’s internal systems and finances, and established a Salesforce platform for managing economic development projects.

    After becoming LVEDC’s Vice President of Economic Development in 2015, he led the group in attracting billions of dollars in economic growth in the Lehigh Valley and creating thousands of jobs for its residents. His success in this role led him to become the nationally known spokesperson for economic development in the Lehigh Valley. LVEDC was recognized as a Top 20 Economic Development Organization by Site Selection magazine in 2019, and then again in 2020.

    In 2020, Matt stepped down from his position at LVEDC to run for Mayor. He hopes to bring his fresh ideas and experience to the city, build coalitions, and serve all of Allentown’s residents with a government that reflects the city’s incredible diversity.

    In his spare time, Mayor Tuerk is a lover of languages and a runner of marathons. He speaks Spanish, Portuguese, and French, and has spent the past three years learning Chinese. His next challenge is Arabic. He began running marathons in 2013 and has completed the distance 18 times, including New York and Chicago. He has run in the Boston Marathon twice, and his personal best of 3:06 in Chicago makes him eligible for the 2021 Boston Marathon.

    Mrs. Jackson has served as City Manager of Albany, GA, and Administrator of the consolidated Augusta, GA government. She also worked as one of four General Managers reporting to the County Manager in Mecklenburg County, NC, and Assistant City Manager in Albany. She began her career in local government as a Management Intern in Prince George's County, MD.

    Over the years, she has been active in various civic and professional organizations, to include the United Way organizations in Augusta, Albany, and the Central Carolinas, the International and Georgia City-County Manager's Associations, Women's National Book Association, Charlotte Chapter, and the National Forum for Black Public Administrators. She is also a graduate of Leadership Georgia, Leadership Albany, Leadership Charlotte, and Leadership Augusta.

    She is a Diamond Life member of the Delta Sigma Theta Sorority, Inc., and an active Rotarian/Paul Harris Fellow.  She has also served on the boards the Institute for Social Capital at the University of North Carolina-Charlotte, Partners for Out of School Time, Caring, and the Steering Committee of the Charlotte-Mecklenburg Women's Summit. She also served as a member of The Executive Leadership Team of the Central Savannah River Area (CSRA) American Heart Association Heart Walk. Additionally, she is an active member and Vacation Bible School teacher at Good Shepherd Baptist Church.

    A native of Augusta, Mrs. Jackson graduated from the Academy Of Richmond County. She was the first student at the College of William and Mary to pursue the interdisciplinary major in Public Policy, completing it with a concentration in Urban Policy.  Later, she was a recipient of the Alfred P. Sloan/Association for Public Policy Analysis and Management Fellowship, and earned a Master's Degree in Public Policy with a concentration in Management from Duke University.

    Mayor Steve Patterson has lived in Athens since 1998 working as an Associate Professor of Health Psychology at Ohio University until March, 2016 and is currently the Mayor of Athens, Ohio. Mayor Patterson served in the United States Air Force and the Air National Guard for over 20 years in both the Enlisted (9 years) and Commissioned (14 years) ranks and retired as a Major with the District of Columbia Air Nation Guard 113th Fighter Wing. 

    Mayor Patterson serves on the Executive Boards of the International Town-Gown Association (President-elect), the Athens County Economic Development Council, the Buckeye Hills Regional Council, the Athens County Foundation, the Sustainable Ohio Public Energy Council (SOPEC), the Northeast Ohio Public Energy Council (NOPEC), the American Red Cross Ohio South Central Chapter and a member of the Ohio Mayors Alliance. Mayor Patterson also serves as the President for the Mayors Partnership for Progress, Co-Vice Chair for the National League of Cities Race, Equity and Leadership Council, Athens County Transportation Improvement District, the Athens County Regional Planning Commission, and the Athens City Planning Commission (Chair).

    As a 2-term At-Large Councilmember for Athens, he served as the Chair of the City and Safety Service Committee, the Vice Chair of Finance and Personnel Committee, Chair of the Athens Commission on Disabilities, Council Representative for the Arts, Parks, and Recreation Advisory Board, Co-Chair Armory Ad-hoc Committee, and as a member of the Athens Farmer’s Market Long Range Planning Leadership Group.

    Kim Nelson joined the School of Government in August 2013. She was named Albert and Gladys Hall Coates Distinguished Term Associate Professor for 2017–2019. Her research on form of government, corruption, and innovation has been published in Public Administration Review, The American Review of Public Administration, State and Local Government Review, and other journals. As a member of the Center for Public Leadership, she conducts training and advice on leadership and management topics. She is co-author of the book, Managing Local Government: An Essential Guide for Municipal and County Managers and serves on the editorial boards of The American Review of Public Administration and State and Local Government Review. She received an MPA from the University of Texas at San Antonio and a PhD from North Carolina State University.

    About  Greg Cochran

    Greg was named Executive Director in July 2020 after serving the League’s membership since 1996 as Director of Advocacy and Public Affairs and then Deputy Director and Interim Executive Director. With more than 30 years of experience in governmental affairs, he has developed crucial relationships at every level of government and has served as the League’s lead lobbyist for more than two decades. During the mid-1980s, he began working on political campaigns as a volunteer, including Montgomery Mayor Emory Folmar’s re-elections in 1984 and 1988. In 1990 Greg joined the staff of the Medical Association of the State of Alabama representing Alabama physicians for three years as the Director of Legislative Affairs. From 1993 until 1994 he served as Vice President of Governmental Relations for the Mobile Area Chamber of Commerce. Greg returned to Montgomery in 1994, serving as the Vice President of Legislative Affairs for the Business Council of Alabama until 1996 when he was hired as the League’s first full-time staff lobbyist solely dedicated to state and federal legislative endeavors and governmental affairs. In 2006, Greg was named Executive Vice President of the Alabama Municipal Funding Corporation (AMFund), which was developed by the League to assist municipal members with refinancing existing debt and funding local projects and purchases through low-interest, cost-effective loans. He was elected AMFund President in 2008.

    Greg is a longtime member of the Alabama Council of Association Executives where he was elected to serve as Treasurer (2007-08), Vice President (2008-09) and President (2009-10). He has also served on the Character Council of Alabama Board of Directors and was elected Vice Chairman for 2010-11. He has served as the Vice Chair of the Permanent Joint Legislative Committee for Energy Policy and the National League of Cities’ Public Finance Consortium where he has served as Chairman since 2011. Greg also served on the Board of Directors of the Southeastern Chapter, International Association of Expo Managers from 2003-2005. Greg earned the Certified Association Executive (CAE) designation from the American Society of Association Executives and graduated from the U.S. Chamber of Commerce, Chamber Institute. He is a 2018 graduate of the prestigious Delta Regional Executive Leadership Institute, a year-long executive leadership academy formed by the Delta Regional Authority (DRA) to train leaders from diverse backgrounds, sectors and industries across eight states to improve the economic competitiveness and social viability of the Mississippi River Delta and Alabama Black Belt.

    Greg attended the University of North Alabama and Troy State University majoring in Political Science. Greg was raised in a military family, growing up in Norfolk, VA, and Jacksonville, FL, where his father served in the U.S. Navy. He is married to Kelly Barclay Cochran and has two grown sons, William and Sanders.

    About  Manny Teodoro

    My research stands at the nexus of politics, public policy, and public management. I work mainly on American environmental policy design, evaluation, and implementation. This line of research includes explorations of public vs. private utility management, and regulatory implementation as a matter of environmental justice. On the public management side, my work emphasizes professional labor markets as and predictors of innovation and organizational performance. My book 2011 book Bureaucratic Ambition (Johns Hopkins University Press), argues that career concerns shape organizational innovation and democratic governance. My 2022 book The Profits of Distrust (with Samantha Zuhlke & David Switzer, Cambridge University Press) links the meteoric rise of the commercial drinking water industry to distrust in government and a broader withdrawal from civic life.

    Perhaps my most challenging and exciting work is my applied research on water and sewer utility management, policy, and finance. I’ve served on expert advisory panels to state governments, UNICEF/World Health Organization, the American Water Works Association, and dozens of local governments. I work directly with government, community, and industry leaders to improve water affordability, equity, and regulatory implementation. To that end, in 2022 I joined the Water & Health Advisory Council

    I’m lucky to have received a classic Jesuit education at Seattle University. A Truman Scholarship sent me to Cornell for a MPA, and I earned a PhD in Public Policy & Political Science at the Ford School at the University of Michigan (Go Blue).

    About: Jeff Towery-ICMA President

    Towery began his local government career in Coos Bay, Oregon, as assistant to the city manager, city manager pro tem and assistant city manager from February 1986 to May 1990.

    From there he went on to serve Cottage Grove, Oregon, as city manager from June 1990 to March 1997 and held the same position in Auburn, New York, from April 1997 to November 1998. In August 2001, he joined Lane County, Oregon, as a management analyst II for one year and then served as the land management manager until April 2007.

    He was hired as assistant city manager for the city of Springfield, Oregon, in April 2007, serving in that position until June 2016. Towery assumed his current position as the city manager of McMinnville, Oregon, in February 2017.

    He and his wife Doris are Rotary members and the proud parents of two children, Jared and Paige.

    About  Leon Andrews, JR.

    Leon T. Andrews, Jr. brings to Equal Measure more than 25 years of policy, management, and leadership experience, most recently as the inaugural leader of the National League of Cities’ Race, Equity, And Leadership (REAL), which started as a CEO initiative and became a department within the organization.

    As the founder of REAL, Leon led NLC’s strategy to help its members respond to racial tensions in their communities and address the historical, institutional, and systemic barriers that further inequity and racism in our nation’s cities. During his time at NLC, where he also served as program director and senior fellow for NLC’s Institute for Youth, Education & Families, Leon raised and managed over $25 million from foundations and corporate partners and provided direction to city officials and community leaders around the country on strategies for health and wellness, youth and workforce development, education reform, and civic engagement.

    Prior to his tenure at the National League of Cities, Leon completed a research fellowship at the Forum for Youth Investment. He has also worked with the United States Department of Justice, United States Senator Barbara A. Mikulski, the United States Public Interest Research Group, the Allegheny County Department of Human Services, YouthBuild Pittsburgh, the Development Corporation of Columbia Heights, PricewaterhouseCoopers, and as an adjunct professor in the Department of Political Science at Eastern Michigan University. He has served as Board Chair for the National Recreation and Parks Association and ChangeLab Solutions.

    Along with his significant professional accomplishments, Leon brings to Equal Measure a compelling personal story that serves as the foundation for his lifelong focus on racial equity and community impact. He is a first-generation American whose grandmother, mother, and father moved to the U.S. from Guyana in the 1960s. Growing up in Washington, D.C., he developed a passion for football, playing the violin, and attended Howard University. He attributes those formative years, along with his time at Howard, to shaping his passion for building and sustaining communities. He lives with his wife, Dr. Kristine Andrews, and their three daughters in his childhood home.

    About  Paul Helmke

    Paul Helmke, former president and CEO of the Brady Center/Brady Campaign to Prevent Gun Violence and three-term mayor of Fort Wayne, Indiana, is a professor of practice at O'Neill School of Public and Environmental Affairs and the founding director of the Civic Leaders Living-Learning Center. Helmke's professional interests include law and public policy, civic education and participation, mayoral and nonprofit leadership, urban issues, politics, and gun violence prevention. His experience on gun control issues lands him frequent mentions and interviews in national news stories and programs.

    Born in Bloomington and raised in Fort Wayne, Helmke practiced law there for more than 14 years before winning an upset victory over a two-term incumbent mayor in 1987. During the 1990s, he was appointed to Federal cabinet advisory committees dealing with violence against women and school-to-work transitions. He served as president of the U. S. Conference of Mayors during his final term in office. In 1998, Helmke won the primary to be the Republican nominee for U. S. Senate in Indiana, but lost in the general election to former Governor Evan Bayh.

    Helmke is an Indiana University alum and graduated with highest distinction in 1970. As an undergrad, Helmke was student body president during an era of student protest and activism and was selected to Phi Beta Kappa. He studied law at Yale University, receiving his Juris Doctor degree in 1973, in the same class as Bill and Hillary Clinton. Helmke joined the IU faculty and O'Neill in 2013.

    Like many of you, I learned about Robert’s Rules of Order by accident. In 1999 I became president of the American Translators Association. I picked up the book and was horrified by how long and complicated it was. I wanted to give up, but our bylaws said, “Meetings shall be run according to Robert’s Rules of Order Newly Revised Latest Edition.” So I kept on reading and studying as I attended board meetings.

    Eventually I realized that there is a core to Robert’s Rules of Order that is critical to good meetings. In my opinion, anyone who masters the key principles and guidelines can run great meetings—meetings that are fair, efficient, and democratic. Those principles are not hard to learn, they’re just different. That core is what we offer you here in Jurassic Parliament.

    I’ve loved volunteering and governance all my life. They are an essential part of what makes America great. When you volunteer on a nonprofit board, serve as an elected official, or volunteer for your community, your service is an important gift to your neighbors and to our society. It is an honor to assist you in that endeavor.
