    About Michael Marsh:

    My background demonstrates hands-on experience in developing and implementing strategic processes and procedures, expanding business opportunities, and managing optimal staff deployments to maximize efficiency.
    I have amassed the skills required throughout my career to create and implement budgets successfully, recruit and train staff members, and ensure quality EMS delivery for patients in both small and large high performance systems. I have been involved in Emergency Medical Services for over 27 years and successfully served as the County of San Mateo Mass Casualty Incident Committee Chairman, Northern California Disaster Response Coordinator for the FEMA National Ground Ambulance contract, and launched the first EMS private/public partnership of Northern Ca. I implemented a unique and specialized operational style to a diverse workforce of over 450 employees, focusing on mentoring clinicians, improving interoperability with allied agencies, and increasing transparency as the Director of Operations for the private contractor of Alameda county EMS.
    I am best known for my expertise in:
    - Developing, implementing, and championing strategic process improvements, including standardization and streamlining to enhance efficiency and productivity.
    - Establishing solid and trusting partnerships through exceptional relationship-building skills, utilizing solid communication and interpersonal abilities to secure employee, management, and allied agency trust.
    - Overseeing all facets of special projects from inception through execution, identifying and securing necessary resources, equipment, and staff to meet project deadline and budgetary requirements.
    - Identifying underperforming areas and effectively maximizing resource allocation, process redesigns, and workflow plans to achieve substantial gains and improvements.
    I bring real-life experience to the national EMS community by offering my subject matter expertise to the Department of Homeland Security (DHS) Science & Technology department, consulting as an expert witness, and planning large scale events such as active shooter response exercises. I have coached and trained staff on patient care techniques, reinvigorating the medical team by encouraging feedback, openly discussing areas of concern, and brainstorming solutions to achieve a higher quality of work-life balance and boost staff morale. I am dedicated to optimizing operational success.

    Vernon Herron has more than 35 years of experience in public safety and law enforcement. He currently serves as Director, Baltimore City Police Department, where he manages the Officer Safety and Wellness Section (OS&W) which houses both the Early Intervention and Health & Wellness Units. The Officer Safety and Wellness Section, promotes both physical and mental health through training, seminars/workshops, wellness initiatives and programming, health publications, and supporting officers’ in times of crisis. Additionally, OS&W facilitates police officers with immediate access to a mental health clinician, as soon as officers have been involved in a traumatic event, such as a “Police Officer Involved Shooting."

    Prior to joining the Baltimore City Police Department, Director Herron served more than 27 years in the Maryland State Police, he also served as the Deputy Chief Administrative Officer for Public Safety and Director of Homeland Security in Prince George’s County, Md.

    Throughout his career, he has lectured across the United States on crime strategies and public safety. He holds a Master’s of Science in Management from Johns Hopkins University. He also holds a Bachelor’s of Science in Criminal Justice from the University of Maryland, University College. Mr. Herron is a graduate of the Federal Bureau of Investigation’s National Academy, Session 187.
