    The Society of Automotive Engineers (SAE), defines Level 3 in its scale of autonomous driving levels (Level 0 to Level 4), as conditional autonomy, where under most (but not all) situations, the vehicle is in control.  The problem is, while the technology is not yet ready for prime time, neither are the rules for operation and insurance of the vehicle on public roads.  We explore the issue.
