The need for multilateral solutions between nations, even between warring nations, has never been greater. And yet, as diplomats, ministers and heads of state converge on the United Nations in New York this week for the 78th annual UN General Assembly, the UN Secretary-General fears that we are entering a time of increased global fragmentation.
     
    "We really need stronger and reformed multilateral institutions to be able to coordinate on what is becoming a multipolar world," Secretary-General António Guterres tells Ian Bremmer in an exclusive interview for the GZERO World podcast. "I would remind you that Europe, before the First World War, was multipolar. But because there were no multilateral governance institutions at the European level, the result was the First World War."
     
    Whether it’s the costly war in Ukraine, lurching towards its third year, or the ongoing climate crisis that, in Guterres’ words is quote “boiling” the planet, the Secretary-General and Ian discuss a wide array of pressing global issues.     UN-Generalsekretär Guterres ist derzeit auf Friedensmission für die Ukraine. Welche Chancen hat er? Einschätzungen von Manuel Fröhlich, Politikprofessor an der Uni Trier. Als Antonio Guterres am Dienstag den Kreml besuchte, trafen zwei Welten aufeinander. Zwar nannte ihn der russische Außenminister Lawrow einen “guten Freund”. Aber weder Lawrow nahm das Wort Krieg in den Mund, noch später Staatschef Wladimir Putin. Guterres aber sprach dann deutlich von einer Invasion des Territoriums der Ukraine, die der UN-Charta widerspreche. "Es war kaum zu erwarten, dass er jetzt mit einem Waffenstillstand herauskommt und Frieden für unsere Zeit verkündet", sagt Manuel Fröhlich, Politik-Professor an der Uni Trier. Guterres habe selbst die Messlatte ziemlich niedrig gehängt, indem er sich auf humanitäre Fragen konzentriert habe. Er habe aber den Dialog gesucht um humanitäre Aktionen zu ermöglichen.     Nach der UN-Klimakonferenz COP26 in Glasgow herrscht Ernüchterung. Wer waren die Verhinderer - und was bleibt? Selten war ein Treffen wie diese 26. UN-Klimakonferenz in Glasgow so überladen mit Ängsten aber auch Hoffnungen. Jetzt ist nicht nur UN-Generalsekretär Antonio Guterres gefrustet. Aber es ist eben ein Kompromiss. Und der war weder "historisch" noch eine "Blamage", meint der Umweltexperte der Berliner SZ-Parlamentsredaktion Michael Bauchmüller. So sei die Europäische Union mit den von der Klimakatastrophe am stärksten bedrohten Inselstaat Vorreiter gewesen. China, Indien sowie Saudi-Arabien und andere Ölförderländer seien hingegen die Bremser gewesen. Neben dem offiziellen Geschehen hätten sich einige "Allianzen der Willigen" gebildet, die wichtige andere Vereinbarungen zur Zusammenarbeit getroffen hätten. Aber es hätte sich eben auch eine "Allianz der Unwilligen" gezeigt, zu der auch ein Großteil der deutschen Autobauern zähle, meint Bauchmüller. Die einzelnen Länder müssen jetzt eben selbst beim Klimaschutz ernst machen. Für Deutschland etwa bedeute das, dass dringend der Ausbau erneuerbarer Energien wieder auf genommen werde müsse, der in den jüngsten Jahren fast zum Erliegen gekommen sei.     Even if countries were on track to meet their Paris Agreement goals — which they’re not — the world would experience catastrophic levels of warming by the end of the century.
