    The US Acquisition process is under scrutiny. Weapon systems quality and quantity are impacted by their acquisition cycles. How can we improve the US Acquisition Processes? What are the limits or constrains for future weapon system development? What are the key steps in becoming an US Acquisition manager? In 2007, the Panel found that defining requirements is key to achieving the benefits of competition because procurements with clear requirements are far more likely to produce competitive, fixed-price offers that meet customer needs. Also, the Panel found that the government invested in requirements definition less than the private sector, and that better requirements definition would help facilitate implementation of performance based acquisition (PBA).
