Editor-in-Chief Matt Hall and reporter Emily Sawicki (@emily_sawicki) sit down to talk about election results that have come out of the LA County Registrar-Recorder/County Clerk's office so far. Most local races can be called, but there are still some contests up in the air, including the third city council seat, the Measure SMC bond, the Third District supervisor seat, and the LA mayor race. Why is vote counting so slow? What might city council results mean for the next two years? Who are the 3,500 people who voted for Keith Coleman? We offer some answers, some analysis and just a little speculation.

Before You Go: Seniors on Skid Row
Rev. Andy Bales has fought to end homelessness in Los Angeles County for more than three decades. His tales of life on the streets of Skid Row illustrate the emergency situation in which Los Angeles has found itself. An average of 5.5 people die daily in LA County when they are unhoused. Bales and his team at Union Rescue Mission have provided housing, counseling, job programs and much more. Seniors end up homeless for a variety of reasons. When they do they find themselves in a situation that is said to reduce life expectancy by nearly 30 years.
This episode is a frank discussion with someone who has literally given his life to this cause--losing both legs in the process. Hosts Nicole Franklin and Bryant Monteilh were honored to spend this time with someone who knows first-hand--and who tries to implement when he and his team can-- the steps needed to put an end to this growing human tragedy.

Cycling while Latino in L.A. County is tough
An L.A. Times investigation found that from 2017 to July of this year, 70% of bicyclists that L.A. County sheriff’s deputies pulled over were Latinos, even though the group makes up only about half of the county’s population. And they searched 85% of bike riders they stopped, even though deputies often had no reason to think they’d find something illegal. They ended up making arrests or writing citations 21% of the time. Today, we talk to the L.A. Times journalists who reported this story. And we talk to a Latino cycling activist about how it is to cycle around Los Angeles.

California put homeless people in hotel rooms. Then what?
To Project Roomkey’s architects, the program was a no-brainer. Thousands of hotel rooms were empty because of the COVID-19 pandemic. And there were thousands of people who lacked homes and seemed especially vulnerable to the coronavirus. The plan to put the people in the empty rooms and pay the hotel owners seemed to solve two problems at once.
Sounds easy, right? But in practice, not so much. The program helped some people but certainly not everyone.
Today we examine Project Roomkey — its promises, achievements, shortcomings and future. We talk to L.A. Times reporters Benjamin Oreskes and Doug Smith, who have covered the program from the start. We also talk to Stephanie Klasky-Gamer, the head of a nonprofit that helps people transition out of homelessness.

What's up with L.A. County Sheriff Alex Villanueva?
Democrats and progressives helped Alex Villanueva rise to power back in 2018, excited about his left-leaning campaign promises. But that support did not last long. The sheriff has been criticized over his response to issues including homelessness, COVID-19 and police brutality, as well as transparency and reinstating fired deputies.
The Sheriff Civilian Oversight Commission, a sitting county supervisor and the Democratic Party have called for him to step down. He’s up for reelection next year, and he doesn’t agree with the criticism.

Addressing the Intersection of Homelessness & Mental Health: A Conversation with Dr. Jonathan Sherin
A recent LATimes investigation found that about 67% of the homeless population in Los Angeles County has either a mental illness or a substance abuse disorder. Yet, Dr. Jonathan Sherin wrote in a December op-ed, mental health policies are failing those who most need services. Dr. Sherin, the director of the LA County Department of Mental Health, joins Then & Now this week to discuss this challenge. He sits down with Dr. Kirsten Moore-Sheeley and Jessica Richards, two authors of LCHP’s forthcoming report on the history of homelessness, to discuss the lack of adequate services for people experiencing homelessness, his suggestions for engaging with those reluctant to receive mental health care, and his department's approach to th multifaceted stressors of our time, from the COVID-19 pandemic to racial inequity.

Why are elections so hard to design well?
The fundamental design feature of a democratic society is a citizen's right to vote. But ensuring that every person is able to vote is not as easy as it seems. Everything from how you design a paper ballot, build an electronic terminal, process a mail-in ballot, engineer a public space for private voting, and so on, brings hundreds of complicated design decisions. We look at how design choices are sometimes at odds with political ones.

Designer Whitney Quesenbery at the Center for Civic Design has been leading the charge in all things election design - and continues to support election officials on everything from signage, to electronic machines to mail-in ballots.
Meanwhile, Los Angeles County redesigned their voting systems this year. Called the Voter Solutions for All People, it's an ambitious project that updates the county's ballot machines to something modern, electronic, secure and, most importantly, user friendly.
Kate Ludicrum and Jon Fox talk about how they helped it come together in time for the California Primary.
