    NEPA's Largest Christmas Tree: Secrets of the Times Tower

    In 1960 The Scranton Times began decorating the WEJL radio tower that sits atop the building with Christmas lights, making it NEPA's tallest Christmas tree.

    On Wednesday, November 24, 2021, we'll light the tower again and celebrate with fireworks and a block party. Times-Shamrock Director of Engineering Kevin Fitzgerald talks about the long history of the tower, how hard it is to light and what happens during lightning strikes and earthquakes.

    We also discuss some of the special occasions we've lit the tower outside of the holiday season and the few times we turned the lights off.

    Guest Bio:

    Michael Smith is a nationally-recognized leader in environmental policy and National Environmental Policy Act (NEPA) compliance, with more than 28 years of experience in environmental impact assessment, environmental justice analysis, project and program management, policy development, land use planning, business development, group leader, and training/education with the federal government, private sector, academia, and non-governmental organizations. He is currently a Director of Environmental Policy and Process at WSP USA, an arm of one of the world's leading engineering and professional services consulting firms. His technical areas of expertise include environmental justice analysis; socioeconomic analysis; greenhouse gas emissions and climate change/climate adaptation analysis; cumulative impact analysis; and designing strategies for streamlining NEPA and related permitting processes and reviews. 

    Michael has managed and provided environmental compliance review for some of the nation's largest, most complex, and highly controversial projects, including major energy, transportation, and water resources infrastructure projects, approval of genetically engineered plants, commercial space transportation operations, legalized cannabis regulatory programs, and approval of new fuel economy standards for all vehicles operated in the United States. He frequently provides training and strategic advice for NEPA compliance for public and private sector clients through the National Association of Environmental Professionals (NAEP), and as a faculty member at the University of California Los Angeles Extension Environmental Studies and Sustainability Programs, the University of California Davis Extension Land Use and Natural Resources Program. He has also served on a White House Council on Environmental Quality (CEQ) Task Force on National Environmental Policy Act training.

    Caryn J. G. Brookman is Principal of Blackwater Environmental Group, LLC. Ms. Brookman has over 20 years of experience working with governmental agencies interpreting 
    policy and developing unique solutions to daunting project coordination and environmental documentation tasks. Prior to starting Blackwater, she worked for the Federal Highway Administration and the Maryland Department of Transportation State Highway Administration (MDOT SHA) and, therefore, brings a distinct and balanced perspective to the table. Recently her experience has expanded to advising clients on environmental matters related to alternative project delivery methods such as Public-Private Partnerships (P3). Ms. Brookman is currently leading a major environmental study under MDOT SHA’s I-495 & I-270 P3 Program Office which is considered the largest P3 highway imitative in North America at an estimated $9-11 Billion. The NEPA study is one of the first major infrastructure projects under Executive Order 13807-One Federal Decision and is currently on an accelerated schedule.

    Guest Full Bio:
    Michelle Rau has nearly 25 years of experience as an environmental planner and project manager. At Jacobs she currently serves as the NEPA practice manager and leads a group of nearly 200 environmental practitioners. She works as a project manager, sales lead and technical lead on Federal environmental compliance projects, including large scale and controversial EISs, which involve individual projects with more than a billion dollars of infrastructure. She has managed nearly all aspects of the environmental compliance process, including NEPA, Executive Order (EO) 12114 (international NEPA), Clean Water Act 404 permits, ESA Section 7 consultations, NHPA Section 106 consultations and state, county, and regional permits. She has worked for many federal clients, including DoD (Army, Air Force, USACE, DARPA and NGA), NASA, BLM, FEMA, FHWA and NSF. 

    Michelle has been an active member of NAEP for over 10 years, and currently serves on the NEAP Board of Directors, where she is the NAEP Secretary.  She also serves as the education committee co-chair, is the executive sponsor for the Environmental Justice Working Group and actively engages with the conference planning committees.
