    Police are investigating reports a woman is being terrorised by a gang on teenagers near Dover. 

    She claims they're throwing rocks at her house and shouting through the windows. 

    A damning report has revealed conditions inside a Young Offenders Institute in Rochester are in need of urgent improvement. 

    Inspectors say staff at HMYOI Cookham Wood are unable to keep children safe.
