    Rewiring Whitehall for UK tech success – Allan Nixon, head of science and tech, Onward

    Allan Nixon, head of science of technology at Onward, shares his assessment of the Spring Budget, outlines steps he thinks Whitehall could take to improve tech sector growth, and compares the Labour and Conservative parties' approach to tech policy.   

    Nixon joined Onward, a centre-right think tank, in April 2023. In this episode, he unpacks Spring Budget announcements – from pension fund reform to PISCES. He explains why DSIT and the Treasury need to revamp their spending processes to ensure investments keep pace with the tech sector, particularly in areas like compute infrastructure. Elsewhere, Nixon shares suggestions for Whitehall to cut "bureaucratic red tape" that could support the UK's science and tech sector. Prior to joining Onward, Nixon served in various special advisor roles for the UK government – including to the prime minister, security minister and health secretary. He has also worked in Parliament.

    In this episode of Elixir Wizards, Xiang Ji and Nathan Hessler join hosts Sundi Myint and Owen Bickford to compare actor model implementation in Elixir, Ruby, and Clojure. In Elixir, the actor model is core to how the BEAM VM works, with lightweight processes communicating asynchronously via message passing. GenServers provide a common abstraction for building actors, handling messages, and maintaining internal state. In Ruby, the actor model is represented through Ractors, which currently map to OS threads.     Episode 39: Is Net Neutrality Headed to the Supreme Court? w/ Tom Johnson

    Recently FCC Chairwoman Jessica Rosenworcel announced her intent to bring back net neutrality regulation. It’s hard to believe it’s been six years since the brouhaha over broadband regulation reached a fever pitch. When the Trump FCC repealed the Obama-era rules, the apocalypse was predicted. CNN said it would be “the end of the Internet as we know it.” Senator Ron Wyden of Oregon warned of “digital serfdom.” Underlying the heated public debate has always been a more arcane legal question of how to regulate Internet access—whether through a light touch or a heavier one. And with the Supreme Court taking a closer look at “major questions” to see if federal agencies are acting outside the bounds of the laws passed by Congress, it remains to be seen whether the FCC’s revival of net neutrality will withstand legal muster.

    Evan is joined by Tom Johnson, former general counsel for the FCC under Chairman Ajit Pai during the Trump administration where he successfully defended the agency’s net neutrality repeal before a federal district court. He is now a partner at the law firm Wiley Rein and co-chair of their appellate practice. He recently discussed his perspective on this issue in an article for Ars Technica.
