Diamonds and divorces: Are the oligarch sanctions working?

    enMay 22, 2023

    Podcast Summary

    • The Power of Appreciation and Investigating Russian OligarchsAppreciation leads to positive transformations, but international sanctions have complexities and loopholes. Transparency, accountability, and appreciation's power are crucial in uncertain times.

Appreciation holds significant value, whether it's for people or companies, and can lead to positive transformations. Meanwhile, the investigation into the wealth of Russian oligarchs, like Svetlana and Timur Ivanov, highlights the complexities and loopholes in international sanctions. At Reward Gateway Eden, they believe that appreciation starts with people and radiates through organizations, leading to improved performance and productivity. This Mother's Day, Blue Nile offers the perfect gifts for expressing appreciation, with most items shipping overnight and special deals available. However, as the investigation into Svetlana and Timur Ivanov reveals, even with sanctions in place, some individuals continue to enjoy luxurious lifestyles. The Anti-Corruption Foundation, established by Russian opposition politician Alexei Navalny, combats corruption through investigative journalism, legal work, and political activism. As the world grapples with the ongoing conflict in Ukraine and the effectiveness of sanctions against Russia, the importance of transparency, accountability, and the power of appreciation becomes increasingly clear.

    • Russian Investigative Journalism Foundation Exposes CorruptionThe Russian Investigative Journalism Foundation, led by Alexei Navalny, uncovers corruption within the Russian administration through investigative journalism, most recently revealing the extravagant lifestyle of a TV presenter and her deputy minister husband despite his government salary.

The foundation, founded by Alexei Navalny in 2011, started as a response to public dissatisfaction with investigative journalism and has since grown to uncover corruption within the Russian administration. Navalny, currently in a maximum security prison undergoing psychological and physical torture, continues to inspire the organization's work. One recent investigation uncovered the extravagant lifestyle of Sviatlana Manjovic, a TV presenter, and her husband, Timur Ivanov, the deputy minister of defense. Despite Ivanov's government salary, the couple's lifestyle is lavish and includes frequent holidays, which raised public suspicion. The foundation's investigative journalism sheds light on such discrepancies and holds those in power accountable.

    • Russian Deputy Minister's Wife's Extravagant Lifestyle Exposed in Leaked EmailsLeaked emails revealed the wife of a Russian deputy minister lived a lavish lifestyle, purchased high-end diamonds with suspected corruption funds, and raised questions about corruption in the Russian system.

The wife of a Russian deputy minister of defense lived a lavish lifestyle, filled with extravagant purchases and expensive vacations, while her husband was allegedly involved in corruption. The emails, which were obtained illegally, revealed correspondence with a famous jewelry brand in Paris, showing that the wife was regularly purchasing high-end diamonds. The funds for these purchases appeared to come from kickbacks related to a company that had won a contract for rebuilding Mariupol, a city destroyed by the Russian army. This contrast between extreme wealth and ongoing war and destruction raises questions about the extent of corruption within the Russian system. The emails provided a unique glimpse into the couple's life, revealing their excessive spending habits and the source of their unexplained wealth.

    • Russian officials use creative methods to hide assets through fake divorcesCorrupt Russian officials evade income disclosure by divorcing, keeping assets in their spouse's name, and maintaining wealth despite war efforts or sanctions

In the Russian political landscape, corruption is rampant, and individuals, including government officials, employ creative methods to conceal their assets from disclosure. One such method is a fake divorce. By Russian law, until recently, individuals were required to declare their annual income, as well as that of their spouse and children. To avoid this disclosure, corrupt officials would divorce, keeping their assets in their spouse's name while no longer being legally married to them. This loophole in the law allowed them to maintain their wealth and lifestyle despite being involved in the war effort or facing potential sanctions. The case of Sviatlana Manioric and Timurovanov, a deputy minister of defense, illustrates this phenomenon. They filed for divorce just as sanctions against Timur Ivanov were imminent, allowing him to keep his assets and continue his European lifestyle while avoiding sanctions. This is a reminder of the complexities and loopholes in current sanctions legislation that governments and individuals continue to exploit.

    • Discounts on Lab-Grown Diamonds and Mobile Plans, Hiring on LinkedIn, and Challenges of Implementing Sanctions Against RussiaBlue Nile offers discounted lab-grown diamonds, Mint Mobile reduces unlimited plan price, LinkedIn is a valuable hiring resource, and implementing effective sanctions against Russia proved challenging but unexpected responses emerged

Blue Nile offers lab-grown diamonds that are graded similarly to natural diamonds and can be purchased with a discount using the promo code "listen" on their website. Meanwhile, Mint Mobile is reducing its unlimited plan price from $30 to $15 per month, a significant savings for customers. In the business world, LinkedIn is a valuable resource for hiring professionals, including those not actively seeking new jobs. Lastly, RUSSI at the Centre For Financial Crime and Security Studies in London discussed the challenges of implementing effective sanctions against Russia in response to its actions in Ukraine, highlighting the unexpected yet impactful response from the international community in 2014.

    • Lack of coordination and follow-through in implementing sanctions against RussiaThe international community's response to Russia's invasion of Ukraine lacked a clear strategy and focus, with piecemeal sanctions failing to shrink Russia's earning capacity or stop it from importing critical goods, potentially emboldening Putin and prolonging the conflict.

The international community's response to Russia's invasion of Ukraine in 2022 was marked by a lack of coordination and follow-through in implementing sanctions, which had been threatened for years. Despite the unexpected alignment of European leaders in condemning the attacks and imposing sanctions, the packages were criticized for their lack of strategy and focus on easy targets like freezing assets of individuals and cutting Russian banks off the financial system. The sanctions, which aimed to shrink the Russian economy's earning capacity and stop it from importing critical goods, were piecemeal and lacked a clear theory of change. The lack of a comprehensive and coordinated response from the West may have emboldened Putin and contributed to the ongoing conflict in Ukraine.

    • Seizing Assets of Russian OligarchsThe UK government is focusing on confiscating assets of Russian oligarchs accused of corruption, moving beyond freezing to prove ownership and legal seizure.

The UK government, under Boris Johnson and Liz Truss, seized the opportunity to sanction Russian oligarchs following Russia's invasion of Ukraine. While freezing their assets is an administrative tool, there is a need to move from "freeze to seize" to prove that the assets are proceeds of corruption and confiscate them. There is a focus on setting up trip wires to jump individuals from the administrative track to a legal one, and there have been calls for such measures against high-profile Russian individuals for years. Individuals have been preparing for potential sanctions by circumventing and invading assets, and western countries, including the UK, have had to learn quickly about sanctions and how oligarchs are getting around them. The UK has established a Kleptocracy Cell to specifically address this issue.

    • Staying the course with sanctions against RussiaSanctions against Russia require long-term commitment and persistence. Investigative journalists face risks but continue to expose evasions and hold Russia accountable.

Maintaining pressure and staying the course are crucial when implementing sanctions against countries like Russia. Sanctions are not a quick fix, but a long-term tool that requires commitment and persistence. Investigative journalists, like Maria Pevczyk, who expose sanctions evasions, face significant risks, including imprisonment and even assassination threats. Despite these dangers, they continue their work out of conviction and refusal to give in to oppressive regimes like Russia's, which seek to silence them. The Russian government, led by Vladimir Putin, has shown a clear desire to silence critical voices by imprisoning opposition figures and journalists. However, these actions only strengthen the resolve of investigative journalists to continue their work and hold the Russian government accountable for its actions. Western governments must stay committed to their sanctions policies and support investigative journalists in their efforts to expose sanctions evasions and promote transparency and accountability.

But new research suggests there's another consequence that's harder to spot — one that comes with a hefty price tag for residents.
