Chance Mullen is the Mayor of The Village of Pelham, New York. The Village is proposing a $39 million dollar capital program to mitigate flooding that now affect 243 homes. The problem dates back decades and is having its most profound impact on Pelham's historically redlined northern section. So who is in the way of progress? Not NIMBY's, not wealthy neighbors (because their basements are flooded too.) The main opposition is coming from Pelham's Board of Education.
