Life's uncertainties can be mitigated with proper planning and the right resources. While some "what ifs" can bring joy, like the possibility of AI helping with household chores, others can bring financial stress, such as unexpected medical bills. UnitedHealthcare's Health ProtectorGuard fixed indemnity insurance plans can help manage out-of-pocket costs and reduce financial anxiety. • Western countries consider sending military trainers to UkraineWestern countries plan to send military trainers and ground-based air defense to Ukraine to help them defend against Russia's aggression. Ukraine faces a critical shortage of manpower, leading them to pass a bill allowing some prisoners to join the army.

Western countries, led by Lithuania, are considering sending military training personnel into Ukraine, backed by ground-based air defense, in response to Russia's increasing aggression. This could be a practical first step in President Macron's initiative to help Ukraine defend itself, as it would allow for training to take place within the country, reducing the need for transportation and resources. Additionally, Ukraine's parliament has passed a bill that would enable some prisoners to join the armed forces in an effort to address the critical shortage of manpower on the front lines. This comes as Russia continues to intensify its attacks, and Kyiv grapples with how to recruit enough soldiers to repel them. The military parade in Moscow this year was a low-key event, with only one old tank on display, reflecting the current state of pomp and self-congratulation for Vladimir Putin. Overall, these developments highlight the ongoing tensions between Russia and Ukraine, and the need for Western support to help Ukraine defend itself.

    • Victory Day Parade in Moscow Transformed into Propaganda DisplayPutin's Victory Day parade in Moscow became a propaganda tool, equating modern-day Ukrainian forces with Nazis, showcasing female soldiers in fascistic uniforms, soldiers from Central African Republic, only one Russian tank, and an isolated Russian leader image.

The Victory Day celebration in Moscow, which originally commemorated the victory over Nazi Germany, has been transformed into a propaganda display by Russian President Putin. Critics argue that Putin is equating modern-day Ukrainian forces with the Nazis of the 1940s. Unusual elements of the parade included the appearance of female soldiers in fascistic uniforms and soldiers from the Central African Republic. The display of only one Russian tank, presumably due to the ongoing conflict in Ukraine, contradicts Putin's claims of Russia as a military power. Putin acknowledged Russia's difficult period and the absence of western leaders added to the image of an isolated Russian leader. The transformation of the commemoration into a justification of the invasion of Ukraine is a depressing watch for many in the West, despite the immense sacrifice made by the Soviet soldiers during World War 2. The routine nature of the parade, which has been reported for over a decade, has become a source of monotony.

    • Manipulation of WW2 Victory for Aggression towards UkraineRussia uses WW2 victory to justify aggression, EU uses frozen assets to buy weapons for Ukraine, a diplomatic development

Russia's exploitation of its victory in World War II to justify aggression towards Ukraine began long before the full-scale invasion in 2014. This manipulation of history has become increasingly explicit, as seen in the Kremlin's efforts to link the past victory with its current ambitions. Additionally, the EU's recent decision to use €3 billion from frozen Russian assets to buy weapons for Ukraine marks a significant diplomatic development. This comes after much debate about the legality and implications of confiscating these assets. The funds will be used to purchase weapons for Ukraine, with a small portion allocated for reconstruction efforts. This decision is expected to be welcomed by Ukraine but is a compromise following earlier rejections of a request to confiscate a larger portion of the assets.

    • Diplomatic Developments Around the World Impacting Ukraine ConflictUS House Speaker survives attempt to remove him, Armenian PM meets Putin, Chinese President in Hungary, South Korean President reaffirms stance on Ukraine weapons

There are significant diplomatic developments happening around the world that could impact the ongoing conflict in Ukraine. In the US, Speaker of the House of Representatives Kevin McCarthy survived an attempt to remove him, which could be a positive sign for Ukrainian allies in Congress. In international visits, Armenian Prime Minister Nikol Pashinyan met with Russian President Vladimir Putin, and the Kremlin announced a withdrawal of peacekeepers from Armenia, while Chinese President Xi Jinping is in Hungary, where an announcement about an EV factory is expected. Elsewhere, South Korean President Yoon Suk yeol reaffirmed his country's position against direct weapons shipments to Ukraine and expressed a desire for a smooth relationship with Russia. These diplomatic developments highlight the complex web of alliances and tensions surrounding the Ukraine conflict and the delicate balancing act many countries must navigate.

    • Russia's tactics to influence UkraineRussia has used various tactics to exert influence over Ukraine since its independence, including geopolitical undermining, infiltration, assassination attempts, annexation, and hybrid warfare with advanced weaponry. These trends can be seen in other parts of Europe and around the world.

Russia has been using various tactics to exert influence over Ukraine since its independence in 1991. Alyona Hylivka, the managing director of the Henry Jackson Society, explains that these tactics include infiltrating political elites and industries, as well as overt attacks such as assassination attempts. She divides Ukraine's independence years into three stages, with the first focusing on geopolitical undermining through disinformation and recruitment of European elites. The second stage, from 2014 to 2020, saw more overt aggression, including annexation of Crimea and the ongoing conflict in eastern Ukraine. The third stage, which we're currently in, involves Russia's use of hybrid warfare and the deployment of advanced weaponry. Hylivka notes that these trends are not unique to Ukraine and can be seen in other parts of Europe and around the world. The discovery of North Korean shell casings in Ukraine, as mentioned earlier in the discussion, is a reminder of the complex and interconnected nature of global conflicts.

    • Russia's Influence on Ukrainian PoliticsDespite international sanctions, Russia continued to manipulate Ukrainian politics through sponsoring parties and spreading disinformation, attempting a second invasion when military efforts failed.

During the period of conflict between Ukraine and Russia from 2014 to 2022, Russia not only sponsored political parties on the eastern ideological spectrum but also supported far-right parties. Russia's successful manipulation of Ukrainian politics led to the belief that Ukraine was full of Nazis and fascists. Despite international sanctions after the first invasion, Russia was able to regain power on the international arena and attempted a second invasion in 2022. When they failed militarily, Russia resorted to covert methods such as spying and disinformation campaigns to undermine Ukraine's support. A significant disinformation campaign in late 2023 aimed to make people forget about Ukraine and give up on their support. It's crucial to stay vigilant against Russian attempts to spread disinformation and influence politics in Europe and beyond.

    • Russian propaganda exploits societal weaknesses and divisions during conflictDemocracies must stay vigilant against Russian propaganda tactics to strengthen resilience against information warfare and influence campaigns.

Russian propaganda effectively exploits societal weaknesses and divisions to influence perceptions, particularly during times of conflict. This was evident in Ukraine, where the ongoing war and hardships have led some people to question the government and lose faith in the war effort. Russian propaganda capitalized on these sentiments, spreading narratives that aimed to delegitimize the Ukrainian president and undermine Western support for Ukraine. This strategy is not unique to Ukraine and can be applied to other democratic societies, especially during political campaigns and elections. To counter this, it is crucial for democracies to stay vigilant and learn from Russia's tactics to strengthen their resilience against information warfare and influence campaigns. The experiences of Ukrainians, who have faced Russian propaganda for over a decade, provide valuable insights into the impact of such campaigns and the importance of maintaining unity and cohesion in the face of adversity.

    • Manipulating Information Landscape in ConflictDuring conflicts, social media can be used to exploit social divisions and spread misinformation. It's important to question sources and promote unity and vigilance.

The information landscape during times of conflict can be manipulated and divisive, with social media being used to exploit social divisions and spread misinformation. This was discussed in relation to the ongoing conflict between Ukraine and Russia, where Ukrainian failures and political divisions are being capitalized on by some political actors to score points for elections. Meanwhile, the focus in the Western media on Ukrainian losses can overshadow the country's achievements and resilience. The speaker emphasized the importance of unity and vigilance in the face of such information warfare, encouraging everyone to question the sources and authenticity of what they see online. This is not unique to Ukraine or Russia, but a normal part of every society. The responsibility to contribute to the good side of this fight lies with each individual.

    • Russia's Hybrid Warfare TacticsRussia uses propaganda, spying, sabotage, and election meddling to weaken resolve and create divisions, particularly concerning 2024 elections, and potential conflicts in Ukraine, Israel, and Pacific in 2025

The ongoing conflict between Russia and Ukraine is not just being fought on the battlefield, but also in the minds of people, both directly and indirectly involved. Russia's hybrid warfare tactics include propaganda, spying, sabotage, and meddling in elections, aiming to weaken resolve and create divisions. The upcoming elections in 2024 are a significant concern, as Russia is expected to try and influence their outcomes. The year 2025 could see further escalations, with potential conflicts in Ukraine, Israel, and the Pacific. It's crucial that we stay informed, united, and vigilant to make the best decisions and secure the future of our world. Soft War: The Ethics on Unarmed Conflict

Soft War: The Ethics on Unarmed Conflict
Soft war tactics, including cyber-warfare and economic sanctions, propaganda and non-violent resistance are of increasing importance but largely unexplored in just war theory. This talk illuminates this neglected aspect of international conflict. Just war theory focuses primarily on bodily harm, such as killing, maiming, and torture, while other harms are often largely overlooked. At the same time, contemporary international conflicts increasingly involve the use of unarmed tactics, employing 'softer' alternatives or supplements to kinetic power that have not been sufficiently addressed by the ethics of war or international law. Soft war tactics include cyber-warfare and economic sanctions, media warfare, and propaganda, as well as non-violent resistance as it plays out in civil disobedience, boycotts, and 'lawfare.' While the just war tradition has much to say about 'hard' war - bullets, bombs, and bayonets - it is virtually silent on the subject of 'soft' war. This talk illuminates this neglected aspect of international conflict. Michael L. Gross is Professor of Political Science and Head of the School of Political Science at the University of Haifa, Israel. He has published widely in medical ethics, military ethics military medical ethics and related questions of medicine and national security.
