    BIO

    I am a recognised authority on the strategic management of complex events, particularly within a multi-agency crisis management framework. I offer a combination of doctoral level academic research and teaching, strong commercial, operational and project management experience, and government-level and C-Suite consultancy across SE Asia, Middle East, Latin America and East and West Africa. 

    I hold a doctorate in security and risk management from University of Portsmouth, writing my thesis on alternative command & control frameworks for strategic management and critical decision-making in complex crisis environments. I am currently a Lecturer on the International Security Masters programme at Berlin School of Economics and Law, and Visiting Lecturer at the University of Gloucestershire Business School, having previously been a Visiting Lecturer and Dissertation Supervisor on the Leicester University ‘Security, Policing and Terrorism’ MSc programme, and a Visiting Lecturer on the Strategic Leadership programme at Cranfield University, where I lectured on terrorism and public policy, and strategic management of complex operations. From 2022-'23 I was a Professor in the United Nations University for Peace European Centre for Peace and Development (Belgrade), where I headed up the Strategic Risk and Crisis Management programme. 

    I specialise in the management of hypercomplex systems associated with city management and critical national infrastructures. I am a member of the UK National Preparedness Commission, and was a founding member of the London Resilience Gold Command Crisis Management Project Academic Advisory Group. 

    In 2019 I launched the Institute of Strategic Risk Management, which was designed to create a space where academics, practitioners and policymakers could come together to discuss the critical issues facing us on a planetary, national and community level. That now has thirty-five International Chapters, works with some of the largest organizations in the world, and is recognised as an institute of significance and influence.

    In 2023 we launched the Centre for the Study of Wicked Problems, a global think tank with thirty-plus participating partner institutes. Its launch programme is an 18-month research and policy-development project concerning Global Urban Resilience.

    A Fellow of the Security Institute, Guy served a six-year elected stint as Validation Board Chair & Strategy Director. 

    In 2017, he was appointed Chair of the Food & Drink Security Association.

    In 2018 he was appointed Chair of Eastern Region Cross Sector Safety & Security Cascade (CSSC).

    In 2019 he was appointed Chair of The Security Commonwealth until 2021 to then become Immediate Past Chair, continuing to serve on the SyCom Board.

    In 2019, Guy was also chosen amongst the top ten thought leaders at the 2019 edition of IFSEC’s Global Influencers.

    In 2020, Guy was appointed by the Security Industry Authority (SIA) to its Strategic Forum. The Strategic Forum is a group of senior and experienced stakeholders with significant  private security expertise,which works with the SIA on the development of ideas around public protection. 

    He has conducted several risk and security reviews for organisations in the research, academic & pharmaceutical sectors.

    Jonathan has over 28 years’ experience working for the Metropolitan Police (United Kingdom) with much of that time in senior leadership roles.  
    Jonathan’s police leadership required him to work with diverse communities, businesses, local authorities, across a number of government departments including the Home Office and Mayor of London’s office and internationally. 
    He has considerable experience in prevention strategies, legislative changes, working with vulnerable groups, and partnership work.
    Jonathan retired from the Police Service in 2020 after a traumatic experience of workplace bullying,  a period of his life that impacted on him considerably. He now dedicates much of his time to education and challenging workplace bullying behaviors which he says is entirely preventable and creating positive workplace culture.

    Biography

    Dr Paul Martin is a security practitioner with thirty years’ experience in the national security arena. During a career in UK government service from 1986 to 2013 he held a variety of positions, including heading the Centre for the Protection of National Infrastructure (CPNI) and leading national security preparations for the London 2012 Olympics. From 2013 to 2016, he was the Director of Security for the UK Parliament.

    He is a Distinguished Fellow of RUSI, Professor of Practice at Coventry University, Honorary Principal Research Fellow at Imperial College London, a member of the Police Science Council, and a member of the Boards of the Charity Commission and the National Leadership Centre. He is an adviser to various public and private sector bodies, with a particular interest in insider risk.

    Paul was educated at the University of Cambridge and Stanford University. He lectured and researched in behavioural science at Cambridge and was a Fellow of Wolfson College before leaving academia to join government service. He is the author or co-author of several books including: Measuring Behaviour; The Sickening Mind; Design for a Life; Counting Sheep; Play, Playfulness, Creativity and Innovation; Extreme; and The Rules of Security.

    Angela Harris, a distinguished figure in British politics, left an indelible mark on the landscape of public service over several decades. She embarked on her political journey as a member of North Yorkshire County Council, a tenure that spanned from 1981 to 2001. Notably, Angela made history in 1991/92 by becoming the first woman to chair the council, a testament to her trailblazing spirit.


    Her commitment to public safety and governance extended to her role as the chair of the North Yorkshire Police Authority from 1994 to 2001. Prior to this, she served as the joint chair (balanced council) and deputy chair of the Association of Police Authorities between 1997 and 2001. Angela's influence also reached national levels, as she contributed her expertise as a former member of the Service Authority National Crime Squad and Police Negotiating Board.


    Beyond her contributions to law and order, Angela devoted 16 years of service (1982–1998) as a justice of the peace, showcasing her dedication to judicial matters. Simultaneously, she served as a non-executive Director of an NHS Trust from 1990 to 1997, highlighting her diverse engagement in public institutions.


    Recognizing her civic contributions, Angela was appointed a Deputy Lieutenant of North Yorkshire in 1994, a position she held until 2019. Additionally, she became a member of the Court of the University of York in 1996 and received an honorary doctorate from the University of Bradford in 2020.


    Angela's involvement with the Liberal Democrats is a testament to her commitment to political representation. She served as a former Party Chief Steward at Federal Conferences and contested the 1999 European Parliament Elections as a party candidate.


    Elevating her political career, Angela Harris was granted a Liberal Democrat Life Peerage on August 6, 1999, assuming the title Baroness Harris of Richmond, of Richmond in the County of North Yorkshire. Since entering the House of Lords, she has chaired the European Union Select sub-Committee F and contributed as a member of various committees, including the European Union Select Committee, Offices Committee, and Refreshment Sub-Committee. Notably, Angela held the position of Deputy Speaker from 2008 to 2018 and has served as a Liberal Democrat Whip from 2000 to 2008 and, again, from 2018 to the present. Her extensive experience is evident in her roles as party spokesperson on Northern Ireland and a member of the Home Affairs Team for policing matters. Angela is also actively engaged in the Ecclesiastical Committee and the Procedures and Privileges Committee in the House of Lords, embodying a lifelong commitment to public service and governance.

    Thomas (Tom) Pecora has more than 30 years in the security profession and is a former CIA Senior Security Officer who retired after 24 years of service working in various security positions as a Multi-Discipline Security Officer in support of Agency operations. He managed large security programs and operations on multiple continents and in multiple war zones. Experienced in protective operations, crisis management, personnel/physical security, and counterterrorism, he served as Chief of Security for the CIA in Afghanistan, Pakistan, and Iraq other parts of the Philippines.

    He has been intimately involved in leading security teams and larger elements as they provide subject matter expertise in the areas of cybersecurity, physical and technical security, personnel and physical security, as well as workplace violence and active shooter program development and implementation. For 2 years, Tom led a large security staff responsible for securing the NRO’s largest mission ground station, supporting 3,700 people and more than a million square feet of SCIF spaces. As the chair of the Workplace Violence Assessment Team for the NRO site, he was involved in investigating and adjudicating workplace violence issues as well as building appropriate workplace violence policy.

    While at the CIA, Tom provided leadership training and mentorship for new CIA support personnel as well as teaching crisis management and specific security skill sets to Agency employees. In the private sector, Tom has conducted security assessments, created workplace violence policy and procedures, conducted active shooter training, as well as providing personal safety training for employees. His real-world experience with crisis management has been put to good use in advising clients on how to prepare for and then address security crisis situations.

    During his government career, Tom received the Intelligence Star, the CIA’s second highest honor for valor awarded “for a voluntary act or acts of courage performed under hazardous conditions or conditions of grave personal risk”. He also received the Career Intelligence Medal for exceptional achievements that substantially contributed to the mission of the CIA.

    Tom is currently doing consulting work in Asia as well as being the situational awareness curriculum specialist and chief trainer for Arcuri Group LLC (https://arcurigroupllc.us/index.html).  He is an Adjunct Professor for Wright State University where he provides Situation Awareness training.  Tom is the author of the book, “GUARDIAN – Life in the Crosshairs of the CIA’s War on Terror”- a historical memoir of his career in the CIA.

    Alex Wood’s early career was in the music industry. From the age of 13 he toured the world as a violin soloist and performed under the greatest conductors of the modern era. He was awarded prestigious scholarships to attend the Purcell School, the Royal Academy of Music, and the Royal College of Music, winning an array of prizes along the way and becoming a regular guest at Buckingham Palace and Windsor Castle

    At the age of 24 his career was abruptly halted by the onset of repetitive strain injury (RSI) in his right hand. Faced with mounting debts and no source of income, his criminal career began. His life spiralled out of control, culminating in several years spent in prison for dishonesty offences – everything from impersonating the 13th Duke of Marlborough to committing multi-million-pound cybercrime.

    As Alex Wood listened to the victim impact statements during his final sentencing hearing, so began his redemption journey. Since his release from jail in early 2022, Alex has turned his life around and become an immensely powerful force in the Counter Fraud profession.

    In February 2023 he was a Keynote Speaker at Counter Fraud 2023 (organised by the Cabinet Office, GovNet and the Public Sector Fraud Authority).
