    Each year, Yulin in the Guangxi province of China catches the worlds attention for its dog meat festival, and receives harsh criticism. Closer home, activists have been trying to ban the dog meat among the tribes of Nagaland, even though the tribes enjoy protection under section 371A of the constitution. This week, we travel back in time, browse through the Manumriti and the Upanishads, discover the connections between dog eating and caste, and why we must not judge people for their food choices.

    Phoolan Devi: Outlaw Law Maker

    Always outspoken against the patriarchy, in 1974 at age 11 Phoolan Devi is considered a trouble-maker. She is married off and sent several hundred miles away from her home in Ghura Ka Purwa, India. By age 17 she escapes her abusive husband and joins a gang of dacoits. She eventually forms her own gang and carries out Robinhood-type crimes.

    In 1981, she survives an attack by rivals who beat, rape, and leave her for dead. She seeks revenge by executing her attackers in what comes to be known as the Behmai Massacre, and she is forced to go on the lam. But now she’s become a heroic outlaw figure of sorts—the underdog, the Bandit Queen— and she is protected by the lower castes. To many poor and brutalized women, Phoolan is a hero.

    America has been shaped by a hidden phenomenon that touches all of our lives. A rigid hierarchy of human rankings, or caste system, influences our culture, politics, and even our health. Race is the metric by which one’s position in the caste system is determined. In her book, Caste: The Origins of Our Discontents, Isabel Wilkerson describes how these inherited rankings have been passed down through generations from the country's very founding. She says this system is the underlying architecture of division in America. She speaks with Elizabeth Alexander, president of the Andrew W. Mellon Foundation.

    Usha Tummala-Narra, Ph.D. is a Professor in the Department of Counseling, Developmental, and Educational Psychology at Boston College. She is also in independent practice in Cambridge, MA. Her scholarship focuses on immigration, trauma, race, cultural competence, and psychoanalytic psychotherapy. She has served as the chair of the Multicultural Concerns Committee in American Psychological Association Division 39 (Psychoanalysis), and as a member of the APA Committee on Ethnic Minority Affairs, the APA Presidential Task Force on Immigration, and the APA Task Force on Revising the Multicultural Guidelines. She is currently a Member-at-Large on the Board of Directors of APA Division 39, and a member of the Committee on Racial and Ethnic Diversity in the American Psychoanalytic Association. She is the author of Psychoanalytic Theory and Cultural Competence in Psychotherapy, published by APA (American Psychological Association) Books in 2016.

    Although India faces numerous challenges – a huge population, rising unemployment, growing environmental vulnerabilities – there is general agreement that, despite many odds, democracy has not only survived but is now firmly entrenched in the social and political fabric of the country. 

    In recent months, however, the country has been rocked by nationwide protests following the enactment of the Citizen Amendment Act in December 2019. 

    And then Covid struck. 

    On the 24th of March, Prime Minister Modi announced that the country was going into a three-week lockdown. The sheer scale of this nationwide lockdown affecting 1.3 billion people, was unprecedented. 

    In subsequently extending the lockdown beyond the initial 3 weeks, the Prime Minister noted: “India didn’t wait for the problem to escalate. Instead, as soon as the problem appeared, we tried to stop it by making swift decisions. I can’t imagine what the situation would have been had such quick decisions not been taken”.

    In the initial weeks and months, the lockdown appeared to be working well but once it was gradually lifted, there was a surge in Covid cases. 

    And many within India remain worried that the country’s healthcare system may not be able to tackle a crisis of such magnitude. 

    But there is also growing evidence of how India has radically stepped up its Covid-testing capacity. And last year, an ambitious new health insurance plan was launched – the Ayushman Bharat Yojana, which aims to provide free health coverage to large groups in the country, 

    Joining me to discuss India’s Covid response, health insurance policies, center-state relations in the country’s federal set-up, the role of political parties in promoting development and reducing poverty, and much much more is Mr. Tathagata Sathpathy

    Tathagata Satpathy served four terms as Member of Parliament, representing the Dhenkanal constituency of the state of Orissa (also known as Odisha). Until recently, he was a member of the Biju Janata Dal (BJD) political party and was the party’s chief whip in the Lok Sabha – the lower house of the Indian parliament. In addition to being a politician, Mr. Satpathy is the owner and editor of the daily Odia newspaper, Dharitri, and the English daily, Orissa Post
