    A solidez fiscal é condição fundamental para o crescimento sustentado de longo prazo de um País, Estado ou município. Se as receitas governamentais ficam recorrentemente abaixo das suas despesas, o governo incorre em déficits fiscais, resultando em aumento de seu endividamento e em baixa capacidade para investir na ampliação e manutenção dos serviços públicos.

    As despesas obrigatórias vêm crescendo a um ritmo acelerado e vêm comprimindo a capacidade do Estado de investir e servir a população. Previstas em lei, elas incluem o pagamento de aposentadorias, pensões, salários de servidores e benefícios assistenciais, entre outros.

    Segundo o economista Alexandre Schwartsman, o Brasil se encontra preso nas despesas obrigatórias já tem um tempo. De acordo com o Instituição Fiscal Independente, as despesas que mais pesam nas contas públicas são os gastos com a Previdência e com pessoal

    Entre 2016 e 2019, os gastos com o funcionalismo público do Governo Geral cresceram cinquenta e quatro bilhões. O mesmo aconteceu com os gastos com benefícios sociais, que tiveram aumento de cem bilhões de reais.

    O resultado disso foi a queda na qualidade de serviços como educação, saúde e infraestrutura. Os gastos relacionados com a prestação de serviços pelo poder público  cresceu muito pouco nesse mesmo período, ficando abaixo do registrado em 2014, em vinte e cinco vírgula cinco bilhões

    De acordo com o Atlas do Estado Brasileiro 2019, o Brasil dobrou seu número de servidores públicos entre o ano de mil novecentos e oitenta e seis e 2017 em semelhança ao setor privado. E os estados já podem sentir os impactos financeiras desse acréscimo de servidores.

    Em 2018, o Tesouro Nacional mostrou que 12 governos estaduais descumpriram o limite de gastos com pessoal estabelecido pela Lei de Responsabilidade Fiscal, que determina o limite de 60% sobre o valor gasto com servidores. 

    Para entendermos como o aumento dos gastos compromete as finanças dos governos estaduais e quais devem ser os projetos prioritários do Congresso Nacional para reduzir os impactos da Covid-19, eu e a Natália Almeida vamos conversar com a Célia Carvalho, Chefe da Assessoria de Políticas Fiscal, Orçamentária e Financeira na Secretaria da Fazenda e Planejamento do Estado São Paulo, e com o Tadeu Barros, Assessor Especial da Presidência do Banco de Desenvolvimento de Minas Gerais.

    So why is finding your niche in business key to success.

    When I opened my business in March 2013, because the building work overran in terms of the building expenses, I had to find a way of getting money in quickly. So the business plan that I had written and developed was almost thrown out of the window while I scrambled together to do whatever I could to get money in.

    I ended up doing whatever I could to survive:

    1. Llama trekking
    2. Parties
    3. Weddings
    4. Corporate events
    5. Butchery courses
    6. Lifestyle courses
    7. Afternoon teas
    8. A café
    9. Children’s parties
    10. School educational visits
    11. Cookery school
    12. Large scale events like Christmas markets, autumn markets, Open Farm Sunday
    13. A petting farm
    14. A restaurant

    As a result I became very unfocused, very uncoordinated, and ended up really in a complete mess.

    The lessons I learnt and what I try to explain via this episode are:

    • The need to be really clear about who is your target audience and why
    • What market research you need to do to spot a gap in your market
    • What is a niche
    • How you find your niche

You’ve got to almost use a combination of all your resources, all the things that you have, your knowledge, your personality, your life, your experiences. All these things need to be pulled together and processed through your personality and bought together in your own unique way to create something that's different from everyone else's that's out there. This is known as your unique selling point or USP.
