    In this edition, Lodewijk Bouwens launches DRM at a conference in China on behalf of other Western broadcasters. (This is the earliest announcement we know of concerning digital shortwave radio). We also look at USA Digital Radio. Some good signals came out of RCI in Montreal this week on their 53rd anniversary. Bryan Clark has news that Tahiti has suddenly returned on 15170 kHz. The second half of the programme features an extended interview with Professor Doug Boyd, who is a specialist on Middle East Broadcasting. Satellite Television is booming. But what happened to the BBC’s attempts? When the first attempt failed, it spawned the launch of Al Jazeera. Radio is becoming increasingly FM orientated.

    So whatever happened to the world's first green radio station, Radio Safari? In late 1996, we followed up on a and met up with Andre Waters who had clearly identified a need for such a station in South Africa. But apart from that article and our report 12 months later, I can find no record of what happened to that project. Did it run out of money? Or is it around today under a different name. The same programme reports that Radio Canada International has been saved (again). Kiwi Radio in New Zealand is going to try another international test. We also discuss our methods in testing receivers. Especially figures for the dynamic range are a hot topic for debate amongst other reviewers.

    Review of the Sounds Interesting programme from the old Hilversum Broadcast Museum. We set up a special station PA6RNW. We contacted Ben Witvliet at the Radio Netherlands. Madagascar relay station. SKY Radio has built up a dedicated following (12%) leading to other commercial radio stations pushing for FM frequencies. We discuss how the FM frequencies in the Netherlands will be redistributed. HitRadio1224 are complaining about the way things are being handled. RCI Is still waiting to find out about whether cuts will be coming to Canada’s International Broadcaster. Radio Australia is also in the line of fire with a call for a switch from television and away from shortwave. Voice of America might be switched off by the year 2000. We spoke with VOA Director Geoff Cowan. Andy has news from Montserrat. George Wood has a go at making a Media Network jingle and sharing news about the Radio Sweden website – love those complicated URL. ORF also had a complicated one.

    Towards the end of May 1998, 150 international broadcasters got together at a hotel golf resort just outside Ottawa for a conference on the future of international broadcasting. It was organised by Radio Canada International together with 6 Canadian Universities and it was the fifth in a series of meetings, all of which have focussed on the future of international broadcasting. Even then, the writing was on the wall for shortwave international broadcasting. Radio Prague in the Czech Republic, for instance, had decided to invest 10% of its programme budget into “new media”. They said they were better able to reach Czechs living abroad using e-mail than their limited shortwave facilities. On the other hand some stations in Asia are actually putting new transmitters on the air although these aren’t being designed in such a way that they could be digitised later. But in the light of the recent decision in October 2010 to fund the BBC World Service in a different way, its interesting to listen to Frits Groothuys who, back in 1998, was responsible for BBC strategy at the World Service in London. He drew a fascinating comparison between international broadcasting and sailing ships like the Cutty Sark. He could not have predicted that the tea clipper he was talking about would catch fire 9 years later, but I think he did forsee that digital shortwave was invented too late.
