Sob pressão de lobbies, o relator da reforma tributária no Senado, Eduardo Braga (MDB-AM), ampliou o número de setores com tratamento diferenciado no novo sistema de impostos. Entre as atividades que terão regime tributário específico, foram incluídas agências de viagem e turismo; missões diplomáticas; saneamento; concessão de rodovia; serviços de telecomunicações; e transporte aéreo. Quanto maior a lista de regimes especiais, maior será a alíquota-padrão do novo Imposto sobre Valor Agregado (IVA). A proposta de Braga cria uma nova taxação sobre a extração de minério e petróleo e aumenta para R$ 60 bilhões o aporte da União ao Fundo Nacional de Desenvolvimento Regional (FNDR). Os critérios propostos pelo relator para a divisão do fundo privilegiam Estados do Norte e Nordeste e geram críticas de governadores das outras regiões.
