Le numérique est devenu un territoire d'affrontement politique et géopolitique entre les États. Asma Mhalla, spécialiste des enjeux politiques du numérique, décrypte les rouages de cet affrontement planétaire.
De Cambridge Analytica à Elon Musk, du piratage des câbles sous-marins aux fake news… Le champ numérique n'est plus un simple territoire d'innovation technologique, mais il est devenu un terrain d'affontements politiques à l'échelle internationale (00:00). On assiste à une fragmentation d'Internet entre les Etats-Unis, la Chine, la Russie, l'Europe (le "splinternet"). C'est un terrain de guerre cyber (06:10) et de désinformation (11:06). Selon Asma Mhalla, le combat se joue à trois niveaux : la couche infrastructures (datas centers, câbles sous-marins, etc.), la couche des systèmes d'information et des protocoles, et la couche sémantique et applicative sur laquelle on trouve notamment les offensive en matière de désinformation. Le rachat de Twitter par Elon Musk s'inscrit dans ce phénomène (15:49). Dans ce nouveau concert technologique, quelle place reste-t-il pour l'Europe (24:22) ?
