    Im Juni 2023 kündigte die Bundesregierung an, dass für bislang als "arbeitsunfähig" geltende Menschen unter 25 Jahren ab 2024 der Zugang zu Angeboten des Arbeitsmarktservice ermöglicht werden soll. Junge Menschen sollen nicht mehr vorschnell als arbeitsunfähig eingestuft werden. Doch wie viele Menschen betrifft das? Und lässt sich so eine Reform so schnell umsetzen? Was bedeutet das für das Arbeitsmarktservice? 

    Darum geht es im Podcast-Gespräch mit Petra Draxl, sie ist seit Juli 2023 im Vorstand des AMS. Außerdem sprechen wir über aktuelle Entwicklungen in Bezug auf die Jugendarbeitslosigkeit und Maßnahmen zur Förderung der Beschäftigung von Frauen mit Behinderung.

    The Association Podcast welcomes Wes Trochlil back to the show for a great conversation about holes in the association market. In part 2 of this conversation, we discuss the integration and fundraising challenges associations have.     #6 AMS-Vorständin Draxl: "32-Stunden-Woche kann ich mir nicht vorstellen"

    Petra Draxl hat es als erste Frau in den Vorstand des Arbeitsmarktservice (AMS) geschafft. "Vor 30 Jahren wäre das noch unmöglich gewesen", sagt sie im Podcast-Gespräch mit WZ-Redakteur und Host Bernd Vasari. Frauen sind noch immer in der Minderheit, wenn es um Führungspositionen geht. Man solle daher nicht vor Diskussionen über Frauenquoten zurückschrecken. "Wenn jemand zu mir sagt, dass ich der quotenmäßige Anteil bin, dann antworte ich: Ja, das ist gut und beißt nicht", sagt Draxl. 

    Das Ungleichgewicht zwischen den Geschlechtern zeigt sich vor allem in der Teilzeitarbeit. Bei Frauen mit Kindern unter 15 Jahren ist Teilzeitbeschäftigung die dominierende Form der Erwerbsarbeit. So liegt die Teilzeitquote der 25- bis 49-jährigen Frauen mit Kindern unter 15 Jahren liegt bei 72,8 Prozent. Die Teilzeitquote der Männer mit Kindern unter 15 Jahren liegt hingegen nur bei 6,8 Prozent. Dabei haben Frauen im Vergleich zu Männern die deutlich höheren Bildungsabschlüsse. Das liege daran, dass in Familien Mütter hauptsächlich für die Kinder zuständig sind, sagt Draxl. Erschwerend sind die mangelhaften Angebote im ländlichen Bereich, was die Betreuung der Kinder betrifft. "Wir haben massive regionale Unterschiede", sagt sie. "Wenn eine gute Kinderbetreuung angeboten wird, ist das jedoch ein Wettbewerbsvorteil von Regionen." Sie fordert massive Schritte. "Man muss Geld in die Hand nehmen, es braucht das Recht auf Kinderbetreuung. Auch ein kultureller Mindsetchange ist notwendig, dass sich die Eltern die Arbeitszeit gerecht aufteilen und beide zum Beispiel 30 Stunden arbeiten."

    Ländlichen Regionen, die stark von Abwanderung betroffen sind, rät Draxl: "Die Regionen müssen sich als Migrationsregionen sehen. Sie müssten überlegen, wie sie andere Menschen in ihre Gegend holen, wie sie andere Menschen integrieren. Das Land muss zudem etwas städtischer werden. Denn Menschen wollen ein bestimmtes städtisches Angebot haben, damit sie auch in der Region bleiben."

    Die Spitze des AMS teilen sich der ÖVP-nahe Johannes Kopf und die SPÖ-nahe Petra Draxl. Zuletzt forderte SPÖ-Chef Andreas Babler die Einführung einer 32-Stunden-Woche. Von diesem Vorschlag distanziert sich Draxl jedoch: "Eine unmittelbare Arbeitszeitreduktion kann ich mir nicht vorstellen. Im Dienstleistungsbereich gibt es nicht die Effizienz, dass man in 32 Stunden seine Patienten erledigen kann. Das würde in der Folge ein Vielfaches an Arbeitskräfte verlangen, die wir nicht haben."
