576: General Michael Hayden | American Intelligence in the Age of Terror

    en-usOctober 21, 2021

    Podcast Summary

    • Intelligence vs Policymakers: A Different PerspectiveIntelligence agents focus on gathering info, policymakers make decisions considering various factors. Controversies like warrantless surveillance highlight their contrasting views.

The perspective of intelligence agents and policymakers on various global issues can differ significantly. The discussion with General Michael Hayden, a former head of CIA and NSA, highlighted this contrast. While intelligence agents focus on gathering and analyzing information, policymakers make decisions based on this intelligence and other factors. The controversy surrounding warrantless surveillance, or domestic spying, is a prime example of this divide. Intelligence agents view it as a necessary tool for national security, while policymakers must consider its impact on privacy and civil liberties. Other topics discussed included ISIS, the Apple iPhone encryption controversy, and the opinions of Edward Snowden and the national security and surveillance apparatus. Ultimately, understanding these differing viewpoints can lead to a deeper comprehension of global events and help us become better critical thinkers. • Bridging the gap between intelligence analysts and policymakersUnderstanding each other's perspectives and learning styles is crucial for effective communication between intelligence analysts and policymakers. Analysts must adapt to policymakers' preferred learning styles and present facts in a way that aligns with their vision and optimism.

Effective communication between intelligence analysts and policymakers requires understanding each other's perspectives and learning styles. Intelligence analysts, who are fact-based, inductive, and pessimistic, must navigate the policymaker's vision, deductive approach, and optimism. When presenting unpleasant facts that challenge preferred narratives or policies, intelligence analysts must master their briefs and adapt to the policymaker's learning style. For instance, some policymakers may learn best through dynamic presentations, while others prefer detailed reports. Understanding these differences can help bridge the gap between the two, ensuring that national security decisions are informed by accurate and timely intelligence.

    • Intelligence vs Policy AgendasIntelligence professionals must balance delivering unbiased information with policymakers' agendas, but maintaining agenda-free stance is crucial for informed decision making.

The relationship between intelligence communities and policy makers involves a delicate balance between delivering unbiased information and the agendas of policymakers. The discussion highlights an instance where intelligence agents presented evidence that Iran had stopped one aspect of its nuclear weapons program, a message that went against the Bush administration's policy. Despite the unpleasantness of the message, the intelligence community stood firm, leading to a public acknowledgement of the new intelligence assessment. However, this dynamic could lead to undesirable ripple effects if the goal is to deliver unbiased information for decision making. Policymakers have agendas, and the intelligence professional's role is to remain agenda-free. This dynamic is exemplified in the decision-making process leading up to the surge in Iraq, where the intelligence message played a crucial role in creating the space for political change.

    • Mentoring leaders during crises and adapting to technological challengesEffective leadership involves mentoring and clear communication during crises. Adaptability and perseverance are essential when facing technological challenges.

Effective leadership and communication are crucial in times of crisis. As discussed, during the Iraq War, the prime minister of Iraq, Nouri Maliki, required guidance from the American president to govern inclusively for all Iraqis. Despite the challenges, President Bush made an effort to mentor Maliki through personal video teleconferences. Meanwhile, in the intelligence community, the NSA faced an overwhelming influx of information due to the global telecommunications revolution, causing their IT systems to collapse. In response, the director of the NSA, Michael Hayden, made dramatic changes to adapt and stay ahead. These examples highlight the importance of clear communication, adaptability, and perseverance in the face of complex and rapidly changing situations.

    • Navigating the complexities of intelligence workIntelligence work involves a lengthy and intricate process of researching, gaining clearance, and dealing with cleared notes, requiring dedication and pushing boundaries within legal and political constraints to protect the public.

That writing a book about intelligence work involves a complex and lengthy process of researching, taking notes, and getting clearance from various agencies. The author, Dan Coleman, describes going back and forth multiple times to these agencies to access his files and speak with individuals, all while dealing with the issue of cleared notes. He compares this process to law school, where one must stay and work until completion. The title of the book, "Playing to the Edge," was suggested by his wife and represents the idea that intelligence work often requires pushing the boundaries of what is legally and politically allowed, and the responsibility of the intelligence community is to use all available resources to protect the public, even if it means operating in controversial ways. Coleman writes about his involvement in various controversial intelligence operations and defends their necessity. He did not write the book to reveal what he does, but rather to describe the reasons behind these actions.

    • Understanding the balance between security and libertyA mature democracy must navigate the balance between security and liberty effectively, recognizing that it's not fixed but continually negotiated. Failure to prevent a catastrophic attack could lead to significant erosion of liberties.

Intelligence is crucial for protecting both our security and liberty in the United States. General Michael Hayden emphasizes the importance of understanding the balance between these two values and how they can shift in response to events and circumstances. The line between security and liberty is not fixed, but rather something that is continually negotiated. After the September 11 attacks, for example, there was a shift towards prioritizing security, but this can swing back towards liberty in the future. The key is for a mature democracy to navigate this balance effectively. Additionally, the failure of intelligence to prevent a catastrophic attack could lead to a significant erosion of liberties. The dynamic between security and liberty is a natural part of a free society, and it's essential to recognize and respect this balance.

    • Sharing homes and gaining skillsRenting out your home on Airbnb brings extra income and cultural exchange, while Capella University offers flexible education for career growth. Former CIA and NSA director Michael Hayden discusses the balance between freedom and security.

Making guests feel welcome and cherished in your home through renting it out on Airbnb not only brings in extra income but also allows you to share a piece of your world with others. Meanwhile, in the realm of education, Capella University offers a flexible learning format that helps you gain relevant skills for your career. In the world of intelligence and security, former CIA and NSA director Michael Hayden emphasizes the importance of finding a balance between freedom and security, acknowledging that trade-offs exist and that oversight is necessary in a democratic society. Hayden also shares his perspective on the critical role of espionage in protecting democracy and ensuring American values are upheld. Overall, these discussions highlight the importance of opening your home to new experiences, gaining valuable skills, and maintaining a balance between freedom and security in our society.

    • Effective communication and preparation crucial in national securityFailure to share info early and openly can lead to poor decision-making and missed opportunities. Current Russian nuclear rebuilding requires effective monitoring and analysis to avoid missed intel and potential danger.

Effective communication and preparation are crucial in national security. If information is not shared early and openly, it can lead to poor decision-making and missed opportunities. The example given was during the Russian invasion of Georgia in 2008, where the U.S. had a difficult time tracking the Russian army's movements due to a shift in focus from traditional threats to counter-terrorism. Additionally, the loss of Soviet analysts after the fall of the Soviet Union has left a gap in expertise and knowledge regarding Russia and its intentions. The current situation with Russia's rebuilding of its nuclear forces is being taken seriously in the Beltway, but there is a need to rebuild the capability to monitor and analyze Russian activities effectively. The consequences of not doing so can result in missed intelligence and potential danger.

    • The Influence of Ideology on Political Decision-MakingIdeology significantly impacts political decisions, shaping policy and making it challenging for new information to influence leaders. Even those who run on anti-establishment platforms may continue controversial practices once in power.

Ideology can significantly impact decision-making in political spheres, making it challenging for those providing information to influence policy. This was evident during the author's experience with a Bulgarian apparatchik who believed the truth was whatever served the Communist party. Similarly, contemporary political leaders, such as those in radical Islam, are similarly influenced by their ideology. This concept can be applied to controversial policies like data collection, domestic surveillance, enhanced interrogation, and extraordinary rendition. While these practices have been criticized, their implementation suggests they were perceived as effective by those in power. Even politicians who ran on anti-establishment platforms, like Barack Obama, continued some of these controversial programs once in office. This illustrates the power of ideology in shaping political decisions.

    • Emotional burden of drone strikesDrone strikes involve emotional burden for those tracking targets, despite being seen as emotionless killings. The US justifies their use as a war tactic, but ethical questions remain and it's a controversial practice globally.

The use of drone strikes and targeted killings by the US government in areas where local governments are unable or unwilling to act against terrorist threats is a controversial issue with significant emotional impact on those involved. Contrary to the perception of emotionless killing, those involved in tracking and confirming targets often face immense emotional burden as they observe the daily lives of their targets before taking action. The practice is based on the belief that the US is at war with Al Qaeda and its affiliates, and as a belligerent, has the right to take the fight to the enemy. However, this legal theory is not widely accepted by other countries, making the US an outlier in this regard. The emotional toll on those involved and the ethical questions surrounding the use of such tactics continue to be subjects of intense debate.

    • Targeted killings and drone strikes: A delicate tool in national securityThe use of targeted killings and drone strikes in national security involves balancing potential outcomes, considering legal implications, and acknowledging the risks of mistakes and changing political landscapes.

The use of targeted killings and drone strikes as part of the American way of war is a complex issue with both positive and negative consequences. While it allows for the elimination of dangerous individuals, it also results in collateral damage and negative public perception. The legal theory behind these actions is unique to the U.S. and has caused tension with allies. The decision to use these methods requires careful consideration and a balance of potential outcomes. The speaker acknowledges that mistakes can be made and that the political landscape may change, leading to different decisions. Ultimately, the use of targeted killings and drone strikes is a necessary but delicate tool in the arsenal of national security, requiring prudence and careful consideration.

    • Maintaining trust and operating effectively through openness and transparencyThe intelligence community must share more information with the public to earn trust and permission to operate, but must also balance this with operational effectiveness and avoid unauthorized sharing.

Openness and transparency are crucial for the intelligence community to maintain public trust and carry out their responsibilities effectively. Former NSA and CIA director, General Michael Hayden, emphasizes this in his book, reminding readers that the individuals in these organizations are not aliens but friends and neighbors who share American values. He acknowledges the growing skepticism towards power and secrecy in the political culture and argues that the intelligence community must share more information with the public to earn their trust and permission to operate. This openness, however, comes with limits as revealing too much can negatively impact operational effectiveness. General Hayden also highlights the damaging effects of unauthorized sharing, such as the case of Edward Snowden, which led to a necessary conversation but also resulted in the exposure of legitimate American secrets and put people at risk.

    • Sharing your home on Airbnb and exploring the Islamic world's internal conflictTransforming your home into an Airbnb brings income and cultural exchange. The Islamic world grapples with faith vs modernity, a long-term, generational debate. Capella University offers flexible learning for new skills and opportunities.

Transforming your home into an Airbnb not only brings in additional income but also allows you to share a piece of yourself with travelers from around the world. General Hayden's perspective sheds light on the ongoing internal conflict within Islam and its resemblance to Europe's 17th century struggle between faith and modernity. This conflict, according to Hayden, is the root cause of the violent bursts we see in both the Islamic world and the West. It's a long-term issue that won't be resolved through military actions alone. Instead, it's a complex, generational debate that will determine the future of Islam. Meanwhile, Capella University's flexible learning format offers an opportunity to gain relevant skills and earn a degree, opening doors to new possibilities.

    • Security vs Privacy: The Apple-FBI DebateGovernments and individuals must adapt to the trend towards stronger encryption and focus on enhancing cybersecurity and collecting intelligence through alternative means rather than accessing encrypted content.

The debate surrounding Apple's refusal to help the FBI access an encrypted iPhone used by a terrorist raises complex issues of security versus privacy. While some argue that the government has the right to demand access for legitimate security reasons, others, including former high-ranking security officials, believe that weakening encryption could create greater cybersecurity risks. The unavoidable trend is towards stronger encryption, and governments and individuals must adapt to this reality. Instead of focusing on specific cases, efforts should be made to enhance cybersecurity and collect intelligence through means other than accessing encrypted content. Ultimately, striking a balance between security and privacy is crucial in our increasingly digital world.

    • Former intelligence officer discusses Trump presidency and tech industry relationshipA former intelligence officer emphasizes the need for a balanced approach to national security, with a focus on private sector tech development and improved collaboration between intelligence agencies and the tech industry.

The speaker, a former intelligence officer with extensive knowledge of international relations and technology, expresses deep concern about a potential Donald Trump presidency and its potential impact on national and international security. He emphasizes the importance of the private sector in developing advanced technology for American security, but also acknowledges the complexity of the relationship between intelligence agencies and the tech industry. The speaker calls for rebuilding bridges between the two, as the nuanced work of intelligence officials is often misunderstood by the public. He encourages embracing the reality of democracy and its inherent challenges, rather than illusions of safety. The speaker's perspective highlights the importance of a balanced approach to national security and the role of technology in maintaining it.

    • Balancing urgency and consequences in national security decisionsFormer CIA Director Michael Hayden emphasized the importance of seeking legal guidance, consulting experts, and ensuring compliance before making crucial national security decisions. He identified terrorism as an urgent but manageable threat, while longer-term challenges pose more serious risks.

Making crucial decisions in national security involves a delicate balance between urgency and potential catastrophic consequences. Former CIA Director Michael Hayden emphasized that these decisions are always gray and controversial, and the individuals making them must live with the consequences. He shared his decision-making process, which included seeking guidance within legal and policy frameworks, consulting with experts, and ensuring legal compliance before implementing a course of action. Hayden also highlighted the greatest threat to the nation, which lies in the intersection of urgency and potential severity. He identified terrorism as an urgent but manageable threat, while longer-term challenges like handling relationships with emerging powers pose more serious, yet less urgent, risks. Ultimately, intelligence agencies must prioritize and allocate resources effectively to address both urgent and important issues. The Tom Petty song "I Won't Back Down" serves as a theme song for Hayden because it reflects the determination and resilience needed to make tough decisions in the face of adversity.

    • Using rallying cries to bring people together during crisesDuring crises, unifying themes like rallying cries and inspiring messages can help bring people together and build resilience.

During times of crisis, finding a unifying theme can help bring people together and motivate them towards a common goal. After the 9/11 attacks, the CIA and NSA used the phrase "let's roll" and Tom Petty's song "We Won't Back Down" as rallying cries to inspire their teams. General HR McMaster also emphasized the importance of addressing domestic divisions and working together to strengthen the country, as adversaries seek to exploit these divisions. Ultimately, finding a unifying theme can help bring people together and build resilience in the face of challenges.

    • Sharing Knowledge and Experiences for Personal Growth and BettermentSharing knowledge and experiences can lead to personal growth and the betterment of others. The fragrance industry offers an authentic and long-lasting fragrance experience with Air Wick's new Vibrant Essential Mist, while Capella University provides support and resources for students to succeed.

The power of sharing knowledge and experiences with others can lead to personal growth and the betterment of those around us. The team behind this show, including Jen Harbinger, Jace Sanderson, Robert Fogarty, Emilio Campo, Ian Baird, Josh Ballard, and Gabriel Mizrahi, emphasizes the importance of lifting others up and spreading valuable information. Additionally, the fragrance industry offers a similar concept with Air Wick's new Vibrant Essential Mist. Infused with twice the amount of essential oils, this product provides an authentic and long-lasting fragrance experience. Its portability and ease of use make it a perfect addition to any space, encouraging individuals to invite others to enjoy the fresh scent. Lastly, Capella University embodies the spirit of support and growth. With a caring team available before, during, and after enrollment, students can pursue their goals with confidence, knowing they have the resources and assistance they need to succeed. Overall, the messages conveyed in this discussion emphasize the importance of sharing, growth, and support. Whether it's through knowledge, fragrance, or education, the power to make a positive impact on ourselves and those around us is within reach.

993: Johann Hari | The Skinny on 'Magic Pill' Weight-Loss Drugs

Are new weight loss drugs like Ozempic and Wegovy "magic" pills that can put an end to the obesity epidemic? Johann Hari is here to give us the skinny!

What We Discuss with Johann Hari:

    • Processed and ultra-processed foods are a major driver of the obesity epidemic, as they undermine the body's natural ability to feel full and satisfied after eating. Moving from fresh, whole foods to mostly processed foods is strongly linked to the dramatic rise in obesity rates.
    • Obesity is a complex issue with biological, psychological, and social causes. Factors like genetics, emotional eating, trauma, and the food environment all play a role. Stigmatizing or shaming people for their weight is cruel and counterproductive.
    • New weight loss drugs like Ozempic and Wegovy work by artificially boosting satiety hormones like GLP-1, helping people feel full faster and eat less. They are showing impressive weight loss results, but also come with potential risks and side effects that are not yet fully understood, especially in the long-term.
    • While these new drugs may help many people, they are not a magic solution. They don't address the underlying drivers of the obesity crisis in the food system and environment. To make a real difference, we need broader changes to make healthy eating the easy, default option.
    • The good news is, each of us can take positive steps today to improve our health, no matter our current weight. Focus on adding more whole, minimally processed foods to your diet, and find physical activities you truly enjoy. Prioritize getting good sleep, managing stress, and building a strong social support network. Small, sustainable lifestyle changes can make a big difference over time. Be patient and kind with yourself in the process. You have the power to transform your health, one choice at a time.
    • And much more...

    992: Royals | Skeptical Sunday

What's the point of the publicly funded British Royal family in the modern world? Andrew Gold puts the monarchy under a microscope on this Skeptical Sunday!

    On This Week's Skeptical Sunday:

    • The British monarchy is a centuries-old institution that has had a significant impact on the UK's culture, politics, and history. While the monarch's role is largely ceremonial, the royal family still holds influence and plays a significant part in British society.
    • The British Royal Family receives public funding through the Sovereign Grant, which is calculated as a percentage of the profits made by the Crown Estate. The Sovereign Grant covers official expenses, while the monarch also has personal income from private estates.
    • The monarchy faces challenges in maintaining its relevance in an increasingly democratic and progressive world. The royal family must balance tradition with adapting to changing societal values and expectations.
    • The popularity of individual members of the royal family, such as Queen Elizabeth II, Prince Charles, Prince William, and Prince Harry, can significantly impact public perception of the monarchy as a whole.
    • Despite the controversies and challenges surrounding the British monarchy, it remains an integral part of the nation's identity and continues to captivate people worldwide. By focusing on their roles as symbols of unity, continuity, and tradition, while also embracing positive change and engaging in meaningful charitable work, the royal family can maintain its relevance and contribute to the well-being of the British people and the global community.

990: Jonathan Haidt | How Gen Z Became the Anxious Generation

990: Jonathan Haidt | How Gen Z Became the Anxious Generation

Jonathan Haidt is here to talk about his latest book, The Anxious Generation: How the Great Rewiring of Childhood Is Causing an Epidemic of Mental Illness.

What We Discuss with Jonathan Haidt:

    • Social media and smartphones have drastically altered childhood since the early 2010s, leading to increased rates of anxiety, depression, self-harm, and suicide among teens, especially girls.
    • Virtual interactions on social media are disembodied, shallow, and can spread mental health issues among susceptible teens. Prestige biased learning causes teens to emulate influencers, even those promoting unhealthy behaviors. Smartphones and social media also enable sexual predators to easily target children online.
    • Overprotection in the real world and underprotection online are both mistakes that need to be reversed. Parents have allowed kids too much unsupervised screen time while restricting their independence and free play in the physical world out of exaggerated fears.
    • Schools and parents need to set clear boundaries around technology use. No smartphones before high school, no social media until age 16, and phone-free schools from bell to bell are key norms to establish. The longer parents delay introducing these technologies, the better.
    • Although the situation is serious, positive change is possible when parents, educators, and lawmakers work together. Parents can start by giving kids more independence and free play time offline, schools can go phone-free, and governments can pass laws to make online spaces safer for kids. With collective action, we can restore a healthier childhood for the next generation. Small steps like "Free Play Fridays" for neighborhood kids can make a difference right away. By coming together to solve this, we can ensure today's youth have the space to develop into competent, well-adjusted adults.

    986: Porn | Skeptical Sunday

Has technology weaponized pornography into a public health crisis? Michael Regilio takes us through modern porn's ins and outs on this Skeptical Sunday!

    On This Week's Skeptical Sunday:

    • High-speed internet porn is a recent phenomenon that provides an intense, novel experience unlike traditional pornography, hacking into our brain's evolutionary desires for new mates and triggering dopamine responses similar to drug addiction.
    • Pornography use, especially among adolescents and young adults who grew up with easy access to internet porn, has been linked to erosion of gray matter in the brain's prefrontal cortex, which controls impulse control and decision-making.
    • Porn use has been associated with sexual disorders like erectile dysfunction in young men, as well as difficulties forming emotional bonds and intimacy in relationships.
    • While some psychologists dispute the existence of "porn addiction," neuroscientific evidence shows porn use can lead to compulsive behaviors and brain changes resembling substance addictions.
    • While some political efforts have been made to declare porn a public health crisis, there is little policy action based on scientific evidence to provide resources for treatment and awareness.

984: Susan Casey | Unraveling Mysteries in the Ocean's Darkest Depths

984: Susan Casey | Unraveling Mysteries in the Ocean's Darkest Depths

What challenges can the ocean help us meet, and what must we do to safeguard its treasures? The Underworld author Susan Casey dives deep for answers here!

What We Discuss with Susan Casey:

    • The ocean plays a crucial role in regulating the Earth's climate and serves as the largest carbon sink on the planet, making its preservation essential for mitigating climate change.
    • The ocean is home to a fascinating array of creatures that have adapted to extreme conditions, such as iron-breathing microbes, glass sponges, and jellyfish that can reverse their life cycle.
    • Pollution, including plastics, chemical weapons, and nuclear waste, has severely impacted the ocean ecosystem, with some deep-sea creatures found to have plastic particles embedded in their organs.
    • There are an estimated three million shipwrecks on the ocean floor, preserving valuable historical artifacts and information — such as the Antikythera mechanism, an ancient Greek analog computer.
    • Exploring the ocean can lead to groundbreaking discoveries in medicine, Earth's history, and climate, providing valuable insights for addressing humanity's challenges — provided we safeguard this treasury of knowledge for current and future generations.
    • And much more...

What We Discuss with General Michael Hayden:

    • Why the current administration revoking security clearance of dissenting intelligence leadership is a big deal -- and why General Hayden believes it sets a precedent that threatens national security.
    • The phenomenon of the unpleasant fact knows no political allegiance.
    • Why it's imperative that we know how to tell uncomfortable truths in any field -- whether we're intelligence agents, business owners, or team members.
    • How intelligence agents and operators at the highest levels of power in government create and maintain relationships and handle sensitive conflicts.

256: Malcolm Gladwell | What We Should Know about Talking to Strangers

Malcolm Gladwell (@gladwell) has written bestsellers that are probably on your shelf right now, including The Tipping Point, Blink, Outliers, and What the Dog Saw. His latest book is Talking to Strangers: What We Should Know about the People We Don't Know.

What We Discuss with Malcolm Gladwell:

    • Why, if we don't know how to talk to strangers, we invite conflict and misunderstanding in ways that have a profound effect on our lives and our world.
    • Why the information we gather from face-to-face human interaction isn't as uniquely valuable as we think it is.
    • Why television makes us worse at reading other people.
    • Why we think we can tell if someone is lying, guilty, or deceptive -- and why we're almost always wrong.
    • What determines the direction of Malcolm's projects, and how he researches and organizes the massive amount of information that goes into them.

365: Benjamin Hardy | How to Break Free from Self-Limiting Beliefs

365: Benjamin Hardy | How to Break Free from Self-Limiting Beliefs

Benjamin Hardy (@BenjaminPHardy) is an organizational psychologist and author of Willpower Doesn't Work: Discover the Hidden Keys to Success and Personality Isn't Permanent: Break Free from Self-Limiting Beliefs and Rewrite Your Story.

What We Discuss with Benjamin Hardy:

    • Why treating the results of a "scientific" personality test like Myers & Briggs or Enneagram as gospel is akin to trusting horoscopes to safely guide your life decisions -- inaccurate and potentially dangerous.
    • Hear the story about how Benjamin and his wife almost didn't get married because a personality test indicated they weren't an ideal match.
    • What looking back at the person you were 10 or 20 years ago should reveal about personality as an unfixed, malleable quality.
    • Why categorizing yourself or accepting labels leads to a tunnel vision of mindlessness that tends to accentuate the negative qualities you believe yourself to have.
    • You're always a work in progress -- you're never "finished." The person you'll be in 10 years may well be as different as you are from the person you were 10 years ago. So who do you want the future you to be?
