    S1E17_Application for a Convention of States Delivered to Congress

    With the passage of the Federal Limitations Act by the Kentucky state senate on December 13th, 2024; the final brick was laid in the framework for a call of a formal Convention of States.  The enactment of this clause of Article 5 of the U S Constitution is an unprecedented event in our nation’s history.  The application initiates a formal calling of a Convention of States to amend the United States Constitution.  This constitutional process embedded in Article 5 has never been employed by the assembly of States.  The process was a safety valve implanted by the Framers.   They possessed a fear that one day an “out of control” federal government would overstep its bounds of legislative authority, and no longer garner its effort or attention toward the best interest of the common people.  This privilege and procedure was inserted for the States, so should the need arise,  the assembly of States could constitutionally reel in an over zealous federal government.

    On the first anniversary of the reunification of the Korean people under one controlling government, the country’s first general election was held.  And in a mild upset according to Western observers; Supreme Commander of the Korean Defense Force, General Choe Taun-dae, beat out his four competitors to be named the first Premier of the Unified Republic of Korea.  Choe avoided a run-off election by grabbing fifty-two percent of the vote. In his former homeland, the Northern provinces; the general tallied ninety-seven percent of the vote total.  In the Southern provinces, he garnered just over twenty-seven percent of the eligible ballots cast.

    A raucous crowd of approximately 2000 Texian delegates jeered and taunted federal law enforcement agents sent in by the Department of Homeland Security to disperse the gathering at the Stephen F Austin Convention Center in San Antonio.  DHS officials chose to wait until after the closing benediction to move in and break up the crowd.   In previous years, the annual rally had gone largely unnoticed outside of the State of Texas; but this year’s assembly gained national attention after Congressman Chet Cummings, a Federal Libertarian from Waco, announced that he would take the group’s traditional liberation decree and read it into record on the House floor, next month.  Though invited to be the keynote speaker, the Congressman declined the invitation after learning of the potential for violence at this year’s event, and chose not to attend.

By early spring, all Medicare and Medicaid recipients were to have been introduced into the Phase One segment of the program; all remaining uninsured beneficiaries would have fallen into the program under the Phase Two segment in late spring. By August 1st, 2024; all privately insured legatees were scheduled to be absorbed into the coverage policy with Phase Three; and seventy-five percent of private insurance assets would have been absorbed into the Medicare-Embrace fund on September 1st, 2024.

    Early Sunday morning, an elite Korean special forces unit overpowered a skeleton security detail guarding the American weapons depot on Busan Naval Base , a joint Korean/American naval facility located on the southeastern tip of the Korean peninsula, and seized control of the arsenal. The armory is believed to hold a cache of nuclear warheads, most likely mounted on upgraded Tomahawk IV medium range missiles. All nuclear devices had been remove from South Korea in the late 1990's. However; the weapons were redeployed in the spring of 2021 at the request of the South Korean government when North Korea balked on the 2020 disarmament agreement and reopened its nuclear weapons development facility.

    After a week of intense negotiations pertaining to the ownership of twenty-four W80A Tomahawk medium range missiles stored in a nuclear weapons armory on Korea's Busan Naval Base, US and Korean officials reached an agreement for the release of the nuclear devices back into the hands of the US Navy. Earlier in the week, a Korean special forces unit had seized control of the weapon's facility and possession of the nuclear warheads. Korean officials, headed by Supreme Commander General Choe, asserted that the American military had failed to meet the deadline on the disposal settlement agreement; and therefore, legally abandoned the weapons in place, under the guidelines of the accord..

    As the Korean reunification treaty was being signed at the former Demilitarized Zone’s Joint Security Area (Panmunjom); South Korean forces battled protesters in the Yeouido District of Seoul – South Korea’s main financial and government center. The demonstrators consisted of investors, small business owners, and ordinary citizens opposed to the unpopular agreement. Angry protesters have also gathered outside the American Embassy walls, shouting anti-American slogans and throwing bricks and stones at the building. At one point, President Ahmed had considered attending the reunification ceremony.

    On a date, which at one time would have marked the celebration of the 300th Anniversary of the signing of the American Declaration of Independence, the National Security Force (NSF) for the Democratic Republic of Islamic American States (DRIAS) pushed back angry demonstrators attempting to gain access along the northern border wall of the District of Columbia Quarantined Neutral Zone (DCQNZ).  Armed with sledge hammers, iron rods, and paint filled balloons; the zealous followers of Abal Ismael, thought to be the most radical leader within the Alishi Mulgaric movement, repeatedly surged forward toward the border wall in an attempt to overpower the NSF defenders.  The insurgent’s ultimate goal – gain access to the restricted former “first city” and then destroy, or at least deface, all war memorials and monuments which the group consider anti-Islamic or derogatory toward the Muslim faith. .

    To be honest, after the office of the Vice President, the average American citizen has no idea of the legal order of succession to fill a vacancy in the Office of President of the United States - or even where to find that order of succession? 
    Under ordinary circumstances, the Constitution of the United States provides guidance for filling a vacated Presidency. Our Founding Fathers established the initial guidance for Removal, Death, Resignation, or Inability to discharge the Power and Duties of said Office in Article I, Section 1, Paragraph 6. Constitutionally, adjustments to the document with regard to the Presidential succession process were set in place, January 1933, with the ratification of the 20th Amendment; and again, in February 1967, with the ratification of the 25th Amendment.

     In an ironic twist of fate, the day designated to honor our nations President turned into a ‘day of firsts”.  As a part of the President’s Day celebration, former Speaker Halima Ahmed was sworn in as the 49th President of the United States; and in the process became the first Muslim, the first female, the first person under the age of forty, and the first Speaker of the House to assume the duties of the Presidency under Title 3, Chapter 1, Section 19 of the U.S. code – the law covering the Order of Secession for the Office of the President.
