Quelles relations entre l’emploi et les structures productives ? Pourquoi l’économie marocaine n’arrive-t-elle pas à générer suffisamment d’emplois ? Comment expliquer les disparités de rémunération du travail entre secteurs et genres ? Pourquoi l’emploi précaire et le travail non qualifié demeurent-ils dominants ?

C’est à ces questions et d’autres que  le HCP apporte des éléments de réponse et de réflexion dans un document de plus de 80 pages intitulé « le compte satellite de l’emploi 2014 ».

 Il s’agit d’un travail original  qui a demandé la mobilisation d’une  série de documents et  d’enquêtes :  les résultats du recensement général de la population (2014) ;  l’enquête sur le secteur informel (2013) ; les enquêtes annuelles sur l’emploi ;   L’enquête nationale sur les structures économiques réalisée par le HCP en 2015, relative à l’exercice 2014 ; l’enquête annuelle sur les industries de transformation réalisée par le Ministère de l’Industrie et du Commerce  ; diverses statistiques administratives émanant notamment des organismes d’assurances de de la TGR.

Par ailleurs, le CSE (compte satellite pour l’emploi) constitue la jonction et le rapprochement entre le système de comptabilité nationale de 2008 et les recommandations du Bureau International du Travail en matière des statistiques du travail.

Qu’entend-on par « Compte satellite de l’emploi » ? Le CSE se présente comme un ensemble de matrices qui fournissent une vue affinée sur les principales caractéristiques du facteur travail mobilisé dans l’économie nationale.

Ces données sont fournies selon les branches d’activité, les secteurs institutionnels, le statut professionnel des travailleurs, le sexe des travailleurs et leurs qualifications.

Ainsi, l’architecture globale de ce compte comprend une série de matrices chacune dédiée à une variable clé relative au facteur travail. Ces variables sont les effectifs employés, les heures travaillées, les rémunérations versées et les emplois équivalents plein temps.

Gaëtan Kerschen rêvait depuis tout petit de devenir pilote d’avion. La vie en a décidé autrement, mais il ne s’est jamais éloigné du ciel. Son diplôme d’ingénieur civil aérospatial en poche, il réalise une thèse de doctorat consacrée aux vibrations non-linéaires des systèmes mécaniques à l’Université de Liège. Il poursuit ensuite ses recherches à la National Technical University of Athens, en Grèce, et à l’Université d’Illinois à Urbana-Champaign, aux États-Unis.

De retour à l’ULiège, il dirige depuis 2007 le Laboratoire de Structures et Systèmes Spatiaux où ses recherches se concentrent sur les structures aérospatiales, les orbites des satellites et la conception des nano-satellites. Dans ce nouvel épisode du podcast « À la source », Gaëtan Kerschen revient sur ce qui l'a attiré vers l'aérospatial mais aussi sur le projet pédagogique OUFTI, un nano-satellite réalisé par des étudiant·es, lancé en 2016 depuis la base de Kourou, en Guyane.

Malgré une image quelquefois écornée, les jeunes constituent une des forces vives de notre société. Selon l'INSEE, en 2018, 36 % d'entre eux ont participé aux activités d'une association, 43 % d'entre eux ont signé une pétition ou défendu une cause et ils sont 15 % à avoir manifesté. En Gironde particulièrement, les spécificités des territoires obligent à conjuguer la jeunesse au pluriel. 

Pour accompagner ces jeunesses, le département a mis en place un schéma départemental, qui vise à penser une politique jeunesse inter-institutionnelle. Ce schéma s'articule autour de 4 axes : 

- favoriser l'autonomie et l'engagement des jeunes,

- réduire les inégalités sociales et territoriales, 

- renforcer les liens avec et entre les jeunes 

- fluidifier les dialogues entre structures et la gouvernance des politiques jeunesse.  

Pour expliquer tous ces enjeux, et prendre le pouls du ressenti de nos jeunes, nous avons mis autour du plateau radio de ce forum jeunesse, porté par l'UFCV en 2021, au domaine de la Frayse.
