    Richard Lennartz: 'Intermediair bood product voor €100K meer aan'

    In diverse sectoren schakelen aanbestedende diensten regelmatig intermediairs of brokers / resellers in bij de totstandkoming en/of uitvoering van contracten. Intermediairs leveren niet zelf de diensten of goederen, maar nemen een tussenpositie tussen de aanbestedende dienst en de leverancier aan.

    Er bestaan twijfels over de toegevoegde waarde van deze tussenpositie. De twijfels gaan soms zelfs zo ver dat men vermoedt dat intermediairs misbruik maken van de tussenpositie. Om die reden heeft HIS, een uitvoerende inkooporganisatie voor 6 rijksdepartementen, PPRC gevraagd om vooronderzoek te doen.

    Wij spreken de drijvende kracht achter dit onderzoek: Richard Lennartz, directeur van het UBR | HIS. Hij stelt dat voor hem de druppel was dat hij hetzelfde product/dienst van dezelfde leverancier via brokers voor €100K meer aangeboden kreeg. Op een bedrag van €50K.

    We vragen hem onder meer naar de aanleiding en de uitkomsten van het onderzoek. En de gevolgen. Hoe gaat het HIS nu voortaan om met intermediairs? Worden ze überhaupt nog wel ingeschakeld? En welke tools hebben aanbestedende diensten in handen?
